The Opportunity:

Multnomah County Library is currently seeking our next Security Analyst to join the Library Security and Safety team.

This is an internal recruitment open to all current regular probationary/trial service and limited duration employees or those in a paid or unpaid internship program at the time of recruitment who are in paid status on approved leave or on an active recall list. Additionally current temporary and on-call employees may apply for an internal recruitment provided that they were currently or previously hired through a civil service process.

This is a Limited Duration Appointment expected to last 18 months from the date of hire; however the appointment may end earlier based on business needs. The hiring list created from this recruitment may be used to fill future regular status limited duration or temporary positions.

In this role you serve all library staff and our patrons as one of the subject matter experts on security and safety. This includes but is not limited to:

  • Providing strategic analysis and support to management in recommending and implementing security policies guidelines and procedures.
  • Analyzing and reviewing federal state and local laws regulations policies and procedures in order to ensure compliance.
  • Representing the county and library security program to the public elected officials and law enforcement agencies including responding to requests for information.
  • Providing technical assistance and security consultation to other teams in the library.
  • Providing security support and input on library and facilities projects.
  • Serving as Person in Charge (PIC) in library buildings as needed.

You will be responsible for regular incident reviews and data analysis. This includes analyzing safety and security data both internal and external and identifying patterns of rule violations as well as the most frequent rule violations or rule application inconsistencies. This also includes identifying parts of the County with increased number of incidents and making staffing recommendations to management in addition to notifying the Security Liaison Manager of recent trends in security issues. Other duties include but are not limited to:

  • Conducting workflow analyses to identify areas for improvement in incident review process simplifying redundant processes and addressing quality assurance.
  • Collecting data to evaluate security program performance based on goals and objectives; analyzing and preparing formal assessments and reports of the program; as well as making program recommendations based on research and analysis conducted.
  • Following up with staff for additional details on incidents obtaining photos and/or videos as needed; and communicating exclusion adjustments.
  • Identifying policies practices and actions that contribute to inequitable outcomes and alerting applicable members of the executive management team (EMT) to associated.
  • Managing maintaining and updating Security Incident Review Commons site and incident reporting software.

Additionally you will provide safety and security related training to all staff and provide continuing learning opportunities after safety or security incidents. This includes but is not limited to:

  • Developing informational resources and materials.
  • Conducting safety related workshops and trainings internally.
  • Working with Learning & Organizational Development and Central PIC Coordinators to create training for staff based on the most frequent security inconsistencies.
  • Developing and implementing training for revised or new security systems or processes.
  • Training staff on how to use incident reporting software.

To Qualify
We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills:

  • Bachelors degree in criminal justice law enforcement or a related field. Equivalent experience will substitute for a degree.
  • At least three (3) years of relevant experience analyzing and working with data to inform recommendations on process/program improvement.
  • A valid driver license.
  • Thorough knowledge of and demonstrated skill in the effective use of de-escalation techniques.
  • Proven ability and subject matter expertise in coordinating security and emergency responses (evacuation medical law enforcement exclusion etc.) in a large facility that is open to the public.
  • Demonstrated skill in creating and maintaining a complex staff schedule.
  • Proven ability to effectively develop implement and train staff to follow safety security and customer service procedures.
  • Thorough knowledge of principles and practices related to working with people/populations experiencing homelessness addiction and mental illness.
  • Ability to pass a criminal records check should a job offer be extended and not currently employed by the library. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.

  • Experience working with and educating the public especially diverse populations.
  • Experience in high-stress public contact.
  • Ability to conduct investigations and write reports.
  • Advanced skills in the preparation and maintenance of accurate written and computer records.
  • Ability to use tact and good judgment when interacting with staff volunteers and the public.
  • Ability to model inclusive behaviors and practices that create a sense of safety trust and belonging for every employee and patron served.
  • Familiarity with operations of a large public library system.
  • Understanding of harm reduction methods.

Additional Details
Work Location: This position works onsite East County Library (once open) located at 475 NW Division Gresham OR 97030. Until that time this position will work at another library location.

However actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidates relevant experience and education.
