We are hiring highly motivated individuals to join our Integrated Logistics Support Branch as

  • Branch Head (Integrated Logistics Support) G15 (Basic Salary: 7242.23 EUR)

  • Technician (Application Administration) G10 (Basic Salary: 5112.39 EUR)

The Integrated Logistics Support (ILS) Branch is responsible for the overall management of the Enterprise Resource Programme (ERP) known as the Programme Integrated Logistics System (PILS) and its associated interfaces in support of the entire NAEW&C Force. In both roles the incumbent will be ensuring the availability of business functionality and provide continuous support for the PILS application/database system and its associated interfaces.

THE ROLE

Branch Head

You will be responsible for developing strategies concepts and coordinated implementation plans for the business functionality and technical solution of PILS including its application software ILIAS ongoing maintenance support and associated interfaces in alignment with relevant policies and guidelines. Leveraging your sound judgment strong analytical capabilities and advanced problem-solving skills you will provide expert guidance and advice to a range of stakeholders including senior management. Your professional contributions will serve as a foundation for informed decision-making and the successful realization of organizational objectives.

Application Administration

You will be responsible for providing comprehensive application administration for the PILS system and ensure continuous availability of all required functionalities for the PILS application and its associated interfaces. This requires day-to-day professional contacts with various working levels within the Force NSPA and NAPMA. With a high degree of personal integrity you work largely unsupervised on the analysis modification validation and maintenance of a very complex application which is mission critical for the daily operation. You ensure continues application readiness while directly contributing to the overall effectiveness of the E-3A Integrated Logistics Support System. As directed additionally you might be required to support data analysis and data management efforts for the PILS database.

YOUR QUALIFICATIONS AND EXPERIENCE

Branch Head

  • Profound working knowledge of program management principles and techniques;

  • Experience in/knowledge of financial resource and contracts management;

  • Experience in management for IT Systems;

  • Software life cycle management experience (to include the definition of requirements development of solutions and implementation of contractual deliverables);

  • Experience in directing assigned resources in project or integrated product teams for medium or large size system administration tasks;

  • Working knowledge in the specialty area of Logistics Information Systems;

  • University Degree and 2 years function related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience;

  • Working knowledge of Automatic Data Processing (ADP) systems;

  • Good command of English (SLP 4.3.4.3.)

The following would be considered as an advantage:

  • Previous NATO assignment;

  • Experience working with NATO Agencies Commands and Committees;

  • Experience in conducting presentations before international audiences;

  • Experience in PILS-FinS and PILS-SAP interface management;

  • Recent experience in PILS program management;

  • Experience in working with Oracle application databases;

  • Experience in working with contractors in software development and modification activities;

  • Experience with processing requirements in an international military environment;

  • Experience in providing expertise and briefings to senior / top level management higher echelons and external organisations;

  • Familiarity with NATO budgetary and Mid-Term Financial Plan (MTFP) policies and procedures;

  • Knowledge of appropriately relevant NATO policies and standards;

  • University degree (Masters/Bachelors or equivalent) in Business Administration or related field.

Application Administration

  • Profound working knowledge of PILS application administration functionality;

  • Working knowledge of PILS data management principles;

  • Working knowledge in the specialty area of Logistics Information Systems;

  • Higher Secondary education and intermediate vocational training which might lead to a formal qualification with 2 years experience or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience;

  • Working knowledge of Automatic Data Processing (ADP) systems;

  • Good command of English (SLP 3.3.3.3.)

The following would be considered as an advantage:

  • Previous NATO assignment;

  • Experience working in an international military environment;

  • Experience in PILS-FinS and PILS-SAP interface data interchange functionality;

  • Experience in working with Oracle application databases;

  • Practical experience in using ORACLE database analysis tools and apply data analysis and data modelling techniques;

  • Experience in working with contractors in software maintenance activities;

  • Knowledge of appropriately relevant NATO policies and standards;

  • Formal training in IT systems data management.

SKILLS

  • Well-developed judgement and the ability to think clearly coupled with need to anticipate identify and deal with problems some of which will be out of the ordinary;

  • Good creativity interpretive thinking and well-developed analytical ability to independently resolve complex technical problems;

  • Self-motivated with a high degree of personal integrity;

  • Deal diplomatically and effectively with others;

  • The incumbent is routinely required to be capable of coping with complex working environment without losing oversight.

The Engineering Maintenance & Logistics Support Division is responsible for the governance of all logistics support programs and configuration management required for the operation of the fielded NE-3A weapon system to include simulators and associated support equipment. The Integrated Logistics Support (ILS) Branch is responsible for the overall management of the NAEW&CFs Enterprise Resource Programme (ERP) known as the Programme Integrated Logistics System (PILS) and its associated interfaces in support of the entire NAEW&CF.

CONTRACT

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter an indefinite duration contract might be offered.
