Office of Enforcement Inspections Division

The Department of Conservation & Energy (C&E) has the responsibility of implementing two major federal environmental programs which were statutorily charged to the Office of Conservation: the Underground Injection Control (UIC) program with federal oversight from the Environmental Protection Administration (EPA) and the Surface Mining Program with federal oversight from the U.S. Department of the Interior Office of Surface Mining.

This position is classified as a remote field position located in the following parishes: Avoyelles Catahoula Concordia Grant LaSalle Natchitoches Rapides Sabine & Vernon.

This full-time Conservation Enforcement Specialist 1 2 or 3 will report to the Injection & Mining Division in the Office of Enforcement in Baton Rouge LA. The incumbent of this position will perform very complex technical investigative and enforcement work on a statewide basis for the Injection & Mining Division. Work involves performing highly technical announced and unannounced inspections and investigations of all energy resource exploration and development operations. Investigations monitor these activities and maintain in-depth files to ensure enforcement activities to correct conditions of non-compliance. Work is performed in accordance with EPA-UIC and departmental policies procedures rules and regulations. Functional supervision is exercised over lower level Conservation Enforcement Specialists and is received from higher CES or supervisor. The position requires extensive statewide travel. The incumbent can expect to travel at least 90% of the time.

Minimum Qualifications

Three years of experience in petroleum exploration petroleum production petroleum gas and/or anhydrous ammonia handling or distribution natural resources regulation natural resources enforcement law enforcement or investigatory work; OR

A bachelors degree in a biological science physical science natural science geoscience engineering environmental science mathematics or nuclear science.

Job Duties and Other Information

Job Duties:

As a Conservation Enforcement Specialist you will carry out numerous tasks and additional duties include but are not limited to the following:

  • Thoroughly inspects and monitors by-product operations including hazardous waste injection wells solution mining of salt hydrocarbon storage in solution-mined salt caverns enhanced oil recovery wells oil and gas exploration and production waste injection wells and commercial exploration and production waste disposal facilities.
  • Work also involves but is not limited to the performance of well integrity tests at the prescribed frequency and the proper interpretation of test results to ensure the maintenance of injection well integrity.
  • Independently reviews permits equipment and safety precautions involved in the construction of energy resources exploration and development facilities.
  • Maintains files on all hazardous waste disposal wells and operations located at industrial plant sites and those operated by commercial concerns. Independently monitors operators reporting procedures of underground injection activity to ensure completeness and compliance with permits and departmental rules and regulations.
  • Maintains files on salt dome storage cavity operations concerning oil and gas storage.
  • Provides technical assistance to private industry in the interpretation of State and Federal laws and Office of Enforcement and departmental rules and regulations.
  • If requested provides functional supervision and training of lower level Conservation Enforcement Specialists in the performance of law and regulation enforcement well tests on-site investigations concerning underground injection operations and the completion of necessary field reports.
  • Assists the Director and Assistant Director of the Injection and Mining Division on any special field investigations deemed necessary.
  • Performs other related duties as required


Preferred qualifications include:

  • Ability to work independently
  • Self-motivator to schedule work
  • Previous experience with Oil & Gas wells is a plus
  • Physical requirements: walking on uneven terrain work outside during summer and winter months in Louisiana ability to drive to oilfield locations ability to lift at least 25 pounds
  • Computer requirements: basic knowledge of computers including emails and Microsoft Office programs and online computer report entries.

Career Progression: This position may be filled as a Conservation Enforcement Specialist 1 2 or 3.

Work Schedule: Work hours are Monday - Friday 8:00 AM to 4:30 PM.

Compensation: The salary offered will be determined based on qualifications and experience.
