Job Summary

Primary Purpose
The Associate Director/Police Lieutenant of Public Safety serves as a member of the department leadership team across three (3) campuses assisting the Executive Director/Chief of Police in the administrative direction of the departments that supports and is consistent with the mission of the department division and the University: developing enhancing planning implementing and directing programs; professional ethical standards; policies laws and regulations; diversity equity and access; use of technology; facilities and equipment. Manages the budgets across three (3) campuses.

Essential Functions
Directs and leads over 90 personnel across three (3) campuses in enforcing laws ordinances and policies for the Department of Public Safety. Supervises evaluates trains and provides guidance to subordinate personnel and ensures compliance with department t policies and procedures across three (3) campuses. Ensures a harassment and discrimination-free work environment. Effectively plans and utilizes available resources by assigning personnel and monitoring their work to ensure proper performance of the public safety functions. Assumes command of the departments in absence or unavailability of the Executive Director. Oversees investigation activities analyzes crime data and directs resources accordingly. Develops and prepares reports completely concisely and clearly and makes recommendations. Participates in the development review and assessment of policies and procedures plans and programs across the three (3) campuses. Coordinates manages and assesses a transportation system for the University of the Pacific both on and off campus. Develops and administers emergency response training programs for University personnel across three (3) campuses and assists department personnel with presentations relating to Public Safety. May perform direct law enforcement activities including preventing or suppressing crime and making arrests across three (3) campuses. Responds to requests for service as a watch commander. Attends community meetings and responds to inquires about safety and crime prevention. Serves on various committees related to administrative assignment and is the chairman of the security technology committee. Communicates and maintains good relations with the general public City officials across three (3) campuses and other law enforcement agencies. Manages the budgets across three (3) campuses to include short term and long term planning budget analysis & projections research and justifying budget increases. Develops manages and acquires funding for new projects across three (3) campuses. Creates and reviews contracts involving local police departments cities and vendors across three (3) campuses. Investigate employee performance issues and administers appropriate discipline to include terminations. Develop testing processes oral boards polygraphs psychological examinations and approve backgrounds for new employees and applicants. Approve hiring and salaries of new employees. Performs other related duties as assigned or requested. This position serves as Campus Security Authority ( CSA ) as outlined by the Clery Act. CSAs have federally mandated responsibilities to report crimes that are reported them. Minimum Qualifications
Ten (10) years of law enforcement experience five (5) of which are in a sergeant role or higher. POST Academy graduate

Preferred Qualifications
Bachelors Degree POST Basic certificate POST Supervisory certificate POST Management certificate Skills/Knowledge and Expertise: Advance knowledge of criminal laws laws of evidence laws of search and seizure emergency management techniques including the incident command system; local state and federal law and case decisions; police training techniques; modern investigative and reporting techniques; available community resources; including mediation counseling enforcement and related resources. Knowledge of City of Stockton Police Department policies University of the Pacific Department of Public Safety goals and objectives; department; regulations and rules and orders of the department; current employee terms and conditions of employment. Knowledge of modern management methods team building skills and techniques; modern leadership and supervisory techniques; personnel rules and regulations; personnel investigative techniques; and the basic concepts used in management of police personnel. Knowledge of concepts of municipal and public fiscal management. Strong ability to establish goals and objectives developing and adjusting plans within delegated authority; plan organize and assign schedules for staff of division. Strong ability to make forceful arrests; drive a patrol vehicle under normal and emergency conditions safely; hear and understand verbal communications at normal speaking tones via voice radio and telephone and to verbalize succinctly. Strong ability to develop and present ideas and recommendations orally and in writing; perform public speaking as required. Ability to operate and supervise operation of equipment skillfully safely and in conformance with applicable laws.
