Specialized IT Consultant - Senior (Sr. Product Data Conformance and amp; Integration Specialist)
Description
Background Information:
The resources being requested will hold the title of Sr. Data Conformance and amp; Integration Specialist and will be responsible for the review evaluation and readiness of data contributed to Ontario Healths current repositories such as the Ontario Lab Information System (OLIS) Digital Health Drug Repository (DHDR) and new clinical repositories being established and/or integrated under the Digitizing Provincial Diagnostic (Lab) Network. and nbsp;
The resources will support multiple initiatives: EHR (electronic health records) contribution; Integrations; HIS (health information system) upgrades; Privacy operations support; consult for Clinical Viewer; CDF (Clinical Data Foundation); (OLIS DHDR CMRO (Comprehensive Medication Record for Ontarians) MI (medical imaging) PCIE (Primary Care Information Exchange) etc.) and nbsp;
Must haves:
  1. Comprehensive understanding of health care sector workflows and source system technologies (such as HIS EMR LIS) along with hands-on experience working with Integration Engines is highly preferred.
  2. and nbsp;A minimum of 7 years of hands-on experience in delivering electronic health data integration projects or operations is required. and nbsp;This includes expertise in the acquisition integration and utilization of health data employing healthcare interoperability standards such as HL7 V2.x (mandatory) and V3. and nbsp;Practical experience with FHIR and XML messaging principles is highly desirable.
  3. Excellent verbal and written communication skills for effectively conveying Ontario Healths conformance testing and validation activities in data acquisition and integration projects to technical staff project managers and clinical SMEs.
  4. Applied knowledge of HL7 Health Standard message conformance tooling (e.g. Caristix XMLSpy 7Edit Postman etc.) for HL7 v2.x v3 and FHIR.
  5. Exhibits applied experience demonstrative of strong time management skills by effectively handling numerous projects each with demanding deadlines.
Deliverable and amp; Responsibilities Include:
  • Performs as a Clinical Data Conformance and amp; Integration Specialist supporting data adoption (contribution) and integration projects working directly with Senior Project Managers and Product Teams.
  • Provides oversight and HL7 v2 and amp; HL7 FHIR subject matter expertise on Ontario Health data adoption and integration projects focused on the expert guidance for the review conformance testing validation and implementation of healthcare organizational patient data to Ontario Health clinical data repositories (e.g. ADT data lab data clinical data etc.).
  • Leverages HL7 v2 and amp; FHIR data standards expertise clinical expertise and HL7 health information exchange standards experience to successfully evaluate and advise external clients and stakeholders technical development of their local interfaces in readiness for contributing to or consuming data from Ontario Health clinical data repositories or assets.
  • Manages simultaneous work packages for data contribution projects ensuring contributed data from external stakeholders adheres to HL7 v2 and FHIR standards in alignment with the Ontario Health EHR input specifications and FHIR IGs.
  • Determines readiness of data submission to the EHR product repositories and assets by conducting expert HL7 v2 and amp; FHIR messaging standards review evaluation and validation of data compliance conformance and readiness for data contribution.
  • Acts as a senior specialist with external clients stakeholders partners and data sources through a defined data integration methodology designed to measure data conformance and validation of contributed data to the EHR.
  • Works with a medium-high level of autonomy based on direction from Leads and/or Management; as well as delivery against set objectives and support scenarios but proactively actioning and resolving issues with minimal supervision.


Desired Skills and amp; Experience:
  • In-depth knowledge clinical workflow and technical processes within hospitals or other healthcare sector locations; with knowledge on the flow of information using HL7 standard-based messages. and nbsp;
  • Minimum of 7 years of applied experience delivering electronic integration of health data related projects including integration and adoption initiatives using applied knowledge of healthcare systems healthcare integration standards such as HL7 V2 V3 and FHIR XML messaging principles techniques and technologies is mandatory
  • In-depth working and applied knowledge of healthcare systems healthcare integration standards such as HL7 v2 and amp; FHIR XML messaging principles techniques and technologies is mandatory (for example Meditech Cerner and Epic).
  • Applied use and knowledge of HL7 health standards and the application of HL7 messaging standards (HL7 versions 2 version 3 and FHIR) HL7 v3 products including CDA and related implementation guides from multiple standards development organizations. and nbsp;Experience with HL7 FHIR health standard is an asset.
  • Applied knowledge of health standards validation and amp; conformance tooling (e.g. Postman Caristix XML Spy 7Edit etc.).
  • Excellent verbal and written communication skills for effectively conveying Ontario Healths conformance testing and validation activities in data acquisition and integration projects to technical staff project managers and clinical SMEs
  • Detailed knowledge of other Healthcare technology systems such as Pharmacy Management Systems Lab Information Systems Hospital Information Systems Diagnostic Viewers and Picture Archiving and Communication Systems is an asset.

Additional Terms
Term: The term of this Engagement Assignment is 252 Business Days with an option to extend for up to 252 days at Ontario Healths discretion. and nbsp;The Engagement Assignment may also be extended for unused Business Days at Ontario Healths discretion.
The resource will comply with Ontario Health policies and procedures.
Ontario Health systems cannot be accessed from outside the province of Ontario and Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
Assignment Type: and nbsp;These positions are currently listed as Hybrid. The resources under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details:
During the course of the engagement the resource will ensure ongoing knowledge transfer through:
  • Regular status updates provided to Management on a weekly basis (updates to a dedicated initiative tracker as well as 1:1 meetings)
  • Regular updates provided to direct Ontario Health Team members who will be providing oversight and cross knowledge support
  • Ensuring all required documentation for each initiative / data source / activity is regularly saved to the dedicated
file-share(s). Documentation includes but is not limited to:
o Data source Conformance Test (CT) and Clinical Validation (CV) scenario files
o Data source example reports records screenshots
o CT / CV Sign off sheets
o Any emails exchanged with data sources related to the initiative / activity - specifically where key decisions sign offs or
discussions of limitations are in writing
o Identification of outstanding deliverables follow-ups required or site limitations needing resolution
The candidate will ensure that a final summarized knowledge transfer is performed before the end of contract.

  • Dedicated meeting(s) where the candidate will provide a documented summary of the work completed for each initiative / data source / activity (in PowerPoint)
  • Summary of any outstanding deliverables follow-ups required or site limitations needing resolution
  • Who will receive the Knowledge Transfer Manager of Data Management Team members / peers Product team(s) if and as required
  • Timeline for KT:
  • KT will be provided no later than 2 weeks before the contract end date. This will allow for team members to be introduced to any projects or partnering sites and ensure that they are fully up to speed to take over the project or initiative as required.
