Team and Job Purpose

The Breakthrough team drives strategic technical and operational leadership for Save the Childrens global goals in order to achieve programmatic breakthroughs while ensuring high-quality evidence-based and integrated programming across our portfolio. The team delivers context-responsive demand-driven technical support to Country Offices to enhance programme effectiveness in line with local needs and global priorities. The team also advances sector innovation and learning through external engagement in clusters in inter-agency groups with donors peer agencies and foundations. The team is responsible for new business development and resource mobilization efforts as well as developing partnerships to strengthen our collaborative impact globally.

Role purpose

The Advisor Cash Livelihood & Child Poverty provides technical and operational support to country offices to strengthen the quality relevance and impact of cash livelihoods and child poverty programming across all contexts. The role focuses on delivering timely context-specific advice facilitating access to tools and resources and promoting learning across the movement. Working closely with technical colleagues and country teams the Advisor supports the application of evidence-based approaches the set-up of humanitarian responses and helps ensure that interventions are aligned with Save the Childrens global strategy and the priorities of country offices.

Principal Accountabilities

  • Act as first line of support to COs on the planning implementation and monitoring of sector programmes ensuring alignment with donor requirements and organisational standards for programmatic excellence.
  • Provide proactive technical support to country teams empowering them to deliver high-quality inclusive sector interventions that meet the diverse needs of affected populations.
  • Collaborate with country teams on the development of proposals and strategies supporting the integration of global sector priorities in relevant programme designs and implementations.
  • Lead Cash Child Poverty and Livelihoods Situational assessments and Response analysis processes to design appropriate Cash Child Poverty and Livelihoods programming.
  • Promote and monitor integrated programming in a way that increases overall impact of Cash Child Poverty and Livelihoods programming at the community level including leading and/or supporting the development of Cash plus approaches for Nutrition Child Protection and Educational outcomes.
  • Participate in the development of emergency preparedness plans in CVA and market-specific assessments (including gender analysis and disability situation analysis using SC assessment processes and tools) as well as in the design and delivery of emergency response and recovery strategies. Ensure synergies across thematic and functional teams data and programme design.
  • Travel and deploy as needed (up to 40%) to support priority countries offering hands-on guidance and fostering a culture of continuous improvement and innovation in sector interventions.
  • Act as a liaison between country offices and the global team facilitating the sharing of best practices lessons learned and resources to enhance the overall impact and sustainability of programmes.
  • Ensure compliance with Save the Childrens policies on anti-harassment diversity equity and inclusion fostering a work environment that values respect inclusiveness and dignity for all staff and program participants.

Experience and Skills

Essential

Technical Proficiency:

  1. Significant years of experience of working internationally in Cash & Voucher Assistance in emergency and development settings for a broad range of institutional donors and sectors
  2. Previous experience on management of operational aspects of cash and voucher interventions
  3. Extensive experience providing proactive and technical support to country response teams empowering them to deliver high-quality programs and inclusive services.
  4. Demonstrated commitment to ongoing professional development and staying updated with the latest trends and best practices in relevant sectors.
  5. Experience in the application of methodologies to calculate cash/voucher amounts for sectoral outcomes (e.g. cost of the diet HEA) as well as for multi-purpose cash transfers; experience in conducting feasibility and risk analysis for CVA
  6. Familiar with Sphere Standards (Handbook released in 2018)

Capacity Building and Mentoring:

  1. Considerable experience in capacity building and mentoring on technical approaches.

Analytical and Problem-Solving Skills

1. Strong ability to analyse complex data review programme performance metrics and translate findings into actionable improvements.

Technical and Interpersonal Skills:

  1. Extensive experience in program design and proposal writing including proven experience in writing successful donor proposals.
  2. Strong interpersonal and communication skills including influencing negotiation and coaching.

Support in High-Pressure Environments:

  1. Experience in humanitarian programmes including direct experience working in response settings.
  2. Proficient experience in understanding and working within the humanitarian architecture.
  3. Ability to travel and work independently occasionally in challenging environments and with short notice (up to 40%).

Education and Qualifications

Essential

  • A post-graduate degree in International Development Economics Social Policy or a related field. A university degree combined with professional experience could be considered as a substitute for a post-graduate degree.
