Job Summary

Contracting Officer Department of Justice (Onsite Washington DC)

We are looking for a Contracting Officer to support the U.S. Court of Appeals for the Federal Circuit. Active Secret Security Clearance is required.

This is a 12 month contract 40-hour/week (Mon-Fri 8:00 am 5:00 pm) onsite role at the U.S. Court of Appeals for the Federal Circuit in Washington DC.

This is a W2 role with Stage 4 Solutions. Health benefits and 401K are offered.

Responsibilities:

  • Serve as a contracting officer responsible for procuring consumables automation supplies equipment and services including preparing and issuing RFQs RFPs and RFIs in accordance with judiciary procurement policies.
  • Process purchase orders from government and non-government sources using the judiciarys financial management system and verify availability of funds with court financial staff.
  • Manage contracts throughout the full lifecycle-initiation through closeout-including performance monitoring modifications deobligations issue resolution and vendor coordination.
  • Review all agreements and contracts before execution providing timely recommendations required revisions and ensuring compliance with the Guide to Judiciary Policy internal controls local procedures and federal appropriations law.
  • Identify evaluate and maintain qualified vendors; research supplier pricing quality and compliance; and negotiate optimal terms for goods and services.
  • Track delivery of all goods and services follow up on outstanding orders document receipt and coordinate with property officers for tagging and inventory of accountable property.
  • Maintain and update tracking systems for funds commitments obligations deobligations expenditures subscription renewals cancellations transfers and travel authorizations.
  • Process obligate and approve travel-related requests and ensure timely accurate handling of central court travel funds.
  • Maintain the Finance and Procurement inbox ensuring responses within two business days and tracking all items requiring action until resolution.
  • Maintain complete and compliant procurement documentation and records reconcile procurement financial accounts and ensure proper separation of duties.
  • Prepare procurement reports for management and support internal and external audits by providing full access to required records demonstrating compliance and ensuring confidentiality and security of sensitive information.

Qualifications:

  • 5 years of federal contracting experience processing purchase orders and managing procurement activities in a federal government environment.
  • Must have knowledge of federal procurement regulations the Guide to Judiciary Policy and federal appropriations law.
  • Experience with financial management systems and Microsoft Office applications.
  • Bachelors degree in business administration public administration finance or accounting is required.
  • Active Secret Security Clearance is required.

Total Compensation: $35-$45/hr.
