The Multnomah County Community Health Center is seeking a highly motivated detail-oriented and relationship-driven Contracts Liaison (Finance Specialist Senior) to join our dedicated team. This isnt just a desk job its your chance to be the central nervous system ensuring our Health Center programs receive the essential resources they need to serve our community!

This position is the critical link between our Health Center and our Health Department/County partners. You will not only coordinate but lead and maintain all programming related to contracts and procurement within the Health Center.

As the Health Center Contracts Liaison you will:

  • Act as the primary Subject Matter Expert (SME) and liaison for Integrated Clinical Services (ICS) bridging the gap between Health Center needs and Health Department/County contract and procurement processes to ensure timely compliant execution of all related agreements.

  • Provide guidance problem-solving and relationship management by translating complex contract requirements for Health Center staff building robust stakeholder relationships and representing ICS at departmental meetings to ensure concerns are addressed and organizational needs are understood.

  • Lead the lifecycle management and analysis of contracts by developing coordinating tracking and processing all new in-process and expiring contracts amendments and agreements for Health Center programs.

  • Provide strategic advice and ensure continuity by analyzing contracts for potential risks and opportunities supporting negotiation efforts and proactively monitoring spend limits and expiration dates to ensure timely follow-up and continuous program operations.

  • Lead procurement strategy and execution by developing coordinating tracking and analyzing all procurement requests while guiding programs on appropriate methods and supporting events that result in effective contracts.

  • Streamline acquisition processes by initiating procurement via Action Request Forms and actively researching existing solutions contracts or partnerships (like co-operative agreements or County-owned resources) to efficiently meet Health Center needs.

  • Develop and present key metrics on contracts and procurements to leadership and stakeholders including detailed analysis trend identification and actionable recommendations for resolution process improvement and strategic future planning.

Minimum Qualifications/Transferable Skills*:

Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional education training and experience will be evaluated.

Education/Training: Equivalent to a bachelors degree. (In lieu of a degree we will consider relevant education experience)

Experience: Minimum of three (3) years of responsible experience in Finance Reporting Procurement Contract Development or Contract Management.

Preferred Qualifications/ Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Please clearly explain on your application how you meet any of the following preferred qualifications/transferable skills.

  • Demonstrated relational skills related coordinating between technical and service delivery programs

  • Experience in healthcare contract development and negotiation

  • Exercise independent thought and judgement in developing and preparing financial reports using automated systems including enterprise system software and Microsoft excel platform

  • Experience explaining laws and regulations to internal and external customers

  • Working knowledge of governmental accounting and budgeting as well as related standards and practices

  • Strong writing skills

  • Experience working in an FQHC environment

Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. ADDITIONAL INFORMATION:

Type of Position: This position is eligible for overtime.

FLSA: Non-Exempt

Location: Gladys McCoy Building - 619 NW 6th Ave Portland OR 97209. This position is eligible for hybrid telework however the incumbent must reside in Oregon or Washington.

Schedule: Monday - Friday 8am - 5pm

Note: All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1 visas F1 or STEM OPT.
