Job Summary

POSITION DESCRIPTION

The Policy Analyst reports to the Executive Officer and will conduct research reporting and analytical tasks to support program activities for the Local Agency Formation Commission (LAFCo).

The essential duties of this position include:

  • Organizes and prepares agendas for meetings to meet legal and operational requirements
  • Facilitates actions and other related reports within required time frames
  • Website posting and updating
  • Conducts research and responds to requests from the public and other entities or departments received in person by phone electronic mail or fax
  • Analyzes and interprets existing newly enacted and proposed local state federal legislation and regulation for policy and financial impact
  • Research analyzes and makes policy recommendation on special projects
  • Prepares and presents reports with recommendations and appropriate justification based on studies and surveys
  • Research analyze and evaluate administrative and policy matters and advise the Commission on recommended action; review develop and implement policies; prepare comprehensive reports as requested by the Commission.
  • Ensure Commissions compliance with applicable state laws.
  • Monitor and support implementation of the CleanPowerSF program
  • Develop and prepare special studies regarding specific municipal services as directed by Commission.
  • Conduct competitive solicitations for contractors negotiate contracts and manage activities of contractors.
  • Monitor and research state legislation brief the commission and develop policy statements for the Commission; establish a liaison with members of the state legislature and staff; communicate official policy positions of the SF LAFCo to state representatives and appear at legislative hearings to represent the position of the Commission as needed.
  • Monitor and support and implement special districts as directed by the Commission including but not limited to financing districts and downtown revitalization and economic recovery financing districts or districts as defined in AB2488 to mean a legally constituted governmental entity separate and distinct from the City and County of San Francisco for the sole purpose of financing commercial-to-residential conversion projects or other projects of community-wide significance in downtown San Francisco that support downtown revitalization and economic recovery.
  • Prepare correspondence and supervise the maintenance of San Francisco LAFCos files; prepare and present clear staff reports and other necessary correspondence.
  • Assist with ensuring that Commissioners and LAFCo legal counsel timely complete required Statement of Economic Interest Filings and mandatory employee trainings required of Commissioners
  • Performs related duties and responsibilities as assigned.

Qualifications :

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education training experience special skills and/or license(s) which are required for employment in the classification.

Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work in community development housing and/or housing development workforce development finance education social work children/youth work or criminal justice. Qualifying professional-level analytical work includes analysis development administration and reporting in major programs and functions of an organization in the areas of budgets contracts grants policy or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Masters degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration management business law contract law public policy urban studies economics statistical analysis finance accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

 

DESIRABLE QUALIFICATIONS

  • Thorough knowledge of the principles practices purpose and scope of the Cortese- Knox-Hertzberg Act and the applicable Federal State and local rules and regulations
  • Administrative/professional experience in renewable energy municipal financial services municipal housing program administration or project implementation
  • Experience in local municipal government and utility regulators
  • Experience in community choice aggregators (CCAs) and municipal utilities
  • Experience in affordable housing municipal housing or social housing
  • Experience in public banking green banking or municipal/public finance
  • Experience in competitive solicitations and contract negotiations
  • Experience in supervising staff or contractors
  • Ability and skills to synthesize complex information and recommend a range of creative options
  • Understand financial and technical reports and translate these reports for policy makers and the public
  • Ability to apply principles to define problems collect data establish facts and draw valid conclusions
  • Understanding of policy and procedure and work effectively with representatives of governmental and community organizations
  • Possession of a baccalaureate degree from an accredited college or university in one of the following fields: public or business administration urban planning government social work education finance or criminal justice

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
