Project Overview
The Government of Alberta is driving a province-wide digital transformation to deliver simpler more efficient and citizen-centric services. The Digital Design and Delivery Division (DDD) is the central hub for modern digital practices across the public sector championing innovation modernization human-centred design agile delivery and modern data methodologies.
DDD collaborates with GoA ministries on service innovation program reviews and digital transformation initiatives. To support ongoing and new projects DDD requires up to four (4) Scrum Masters to lead and guide cross-functional teams in delivering impactful digital services for Albertans.
Role Overview
The Scrum Master will support two to three concurrent digital initiatives enabling cross-functional product and program review teams throughout the full delivery lifecycle-discovery field research backlog creation iterative development and service deployment.
Key Accountabilities:
Remove impediments to support consistent sprint delivery
Facilitate all core agile ceremonies
Coach teams in agile principles practices and continuous improvement
Support Product Owners with roadmapping prioritization and reporting
Foster high-performing self-organizing teams
Scope of Work & Responsibilities
Agile Leadership & Team Coaching
Lead and mentor cross-functional teams in agile methods and best practices
Coach teams on estimation sprint planning dependency management and risk mitigation
Partner with Product Owners on backlog prioritization release planning and alignment to strategic outcomes
Facilitation & Delivery Management
Plan and facilitate all agile ceremonies: sprint planning daily stand-ups reviews demos retrospectives and backlog refinements
Lead ad-hoc sessions as required
Ensure alignment to sprint goals outcomes and delivery expectations
Maintain clear communication and transparency across teams and stakeholders
Reporting & Metrics
Maintain delivery metrics such as burndown charts velocity product and sprint backlogs
Provide progress updates and reporting as required by the Province
Ensure quality assurance and adherence to GoA delivery standards
Digital Service Delivery Support
Participate in field research user interviews and usability testing
Support iterative delivery based on evolving user and business needs
Additional Details
Expected to work up to 1960 hours per term depending on project needs
Deliverables will evolve based on user research design findings and technical opportunities
Must-Have Qualifications
Active Scrum Master Certification (PSM CSM or equivalent)
2 years coaching teams in Agile methodologies
4 years facilitating key Agile ceremonies
5 years experience working in Agile development environments
Nice-to-Have Skills
Experience delivering virtual training using Microsoft Teams
Experience working closely with Product Owners and aligning to product priorities
Proficiency with Agile backlog management tools (Jira Azure DevOps etc.)
5 years experience with software development processes and best practices
2 years experience with GoA IT/IM frameworks
2 years public sector experience
Experience with registries modernization projects
Experience working with UX service design and design-thinking based teams
Location & Work Arrangement
Primarily remote with occasional travel to Edmonton on reasonable notice
Possible travel within Alberta for field research and user sessions
Travel for GoA-initiated research will be arranged at no cost to the Province
Work arrangements may be adjusted by the Province with reasonable notice
Equipment & Tools
Candidate must provide their own equipment (laptop software peripherals)
GoA will provide required system access and credentials
Primary communication tool: Microsoft Teams (Zoom may be used occasionally but accounts not provided)
Security & Background Checks
Current Criminal Record Check required (candidate cost)
Enhanced Security Clearance required for Justice-related work
Higher-level clearances (e.g. RCMP Top Secret) may be required during engagement

Overview of the project and the candidates Scrum Master responsibilities
Domain of the project (public private or other); public sector preferred
Project complexity: user base departments architecture budget or scope
Delivery approach and how the Scrum Master enabled successful outcomes
Tools skills and technologies used
Recent and public-sector-aligned examples will be rated more favorably.
