Position Summary:
Reef is seeking a Senior Cost Engineer to lead cost management efforts across multiple development projects to support the companys growth. The Senior Cost Engineer supervises and performs cost estimating cost evaluations baseline cost reviews and contractor and supplier cost analyses. They provide cost-related insights to support project planning and organizational decision-making while monitoring emerging cost trends for management attention.
This role maintains the corporate cost reference database for projects in design and construction ensuring accurate and consistent cost information. Responsibilities may also include reviewing invoices to verify proper revenue collection. The Senior Cost Engineer oversees cost engineering estimating and cost control activities across several projects driving accuracy accountability and financial efficiency throughout the project lifecycle.
Responsibilities:
- Lead program and project estimating activities while maintaining Reefs corporate cost resources and reference library for multiple development project types.
- Track and report project costs; input cost metrics used to evaluate development opportunities.
- Review design scope criteria quantities and estimate bases for completeness and reasonableness; establish conceptual scopes when definition is limited.
- Supervise preparation of cost estimates and verify scope quantity and cost comparisons across projects.
- Coordinate pricing structures and cost criteria for all disciplines; establish summary formats cost segregation confidence levels and risk identification.
- Prepare or review distributable and indirect cost estimates including temporary facilities equipment field services taxes and foreign currency/exchange rate considerations.
- Conduct productivity analysis establish productivity baselines and review labor estimates for reasonableness.
- Develop bid evaluation cost and schedule criteria perform bid evaluations and participate in vendor discussions when needed.
- Maintain and update cost data files vendor cost information and material unit rate applications.
- Prepare cost studies using historical data statistics and cost/quantity comparisons; develop innovative analytical techniques as needed.
- Prepare cost trend estimates and support cost trend programs.
- Implement measurement systems analyze performance metrics using statistical tools (regression ANOVA correlation) and identify system improvements including bias and stability issues.
- Identify cost analysis needs and recommend development or modification of cost engineering data standards.
- Direct or perform cost analysis activities across projects.
- Define project cost control requirements in alignment with Reef standards contracts and objectives.
- Supervise timely execution of cost control activities and ensure cost recording monitoring and reporting practices comply with standards.
- Oversee the development accuracy and consistency of cost engineering reports; issue reports required by Reef management and project procedures.
- Review designs and specifications for cost effectiveness and recommend alternatives.
- Supervise the collection verification and integration of work scope across all entities into a total project plan.
- Coordinate information input into studies integrate total work scope evaluate results and recommend conclusions.
- Supervise or direct project schedule staffing and quantity reporting.
- Interface with Reef management project finance teams and lenders for cost presentations.
- Maintain strong working relationships with Project Directors Project Managers discipline leads and engineering teams.
- Plan reports and meetings to ensure ongoing alignment with project leadership and cross-functional teams.
- Provide recommendations on cost engineering staffing and project controls requirements; prepare detailed staffing plans.
- Help develop and deliver training sessions and on-the-job training for cost engineering processes and best practices.
Qualifications:
- Bachelors degree in Engineering (Civil Mechanical Industrial Electrical or similar) Construction Management Quantity Surveying Finance or a closely related discipline is ; a masters degree and ASCE or ASPE certification is a plus but not
- 8-10 years of experience in cost engineering including cost estimating cost control and cost analysis in both field and home office environments.
- Experience in performing monitoring and reviewing cost engineering functions which include cost estimating cost control and cost analysis in the field and the home office.
- Experience establishing and using cost reference databases to build the corporate cost reference library.
- Knowledge of supervision personnel administration and training of technical and non-technical personnel.
- Statistical knowledge in the areas of sampling distributions probability and hypothesis testing for metrics.
- Skilled in oral and written communication.
- Proficiency with PC operating systems with experience using engineering and cost-engineering related programs
- Knowledge of financial reporting systems controller account codes and and understanding of Controller instructions which impact Project Controls (including Project Financial Status Reports and Earned Revenue Determination Data).
- Intermediate level of knowledge of engineering procurement contracts construction and startup work processes.
