Agency Description

The Administration for Childrens Services (ACS) aims to protect promote the safety and well-being of children and families through child welfare juvenile justice services and community supports. ACS handles community-based supports foster care services and gives subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

Division Description

The Division of Administration provides a wide range of support services throughout ACS to ensure all Divisions receive adequate and efficient support services to carry out their respective missions. The Division of Administration (Admin) employs approximately 463 public employees. Admin manages a Personnel Services (PS) Budget of approximately $29M and an Other Than Personnel Services (OTPS) Budget (OTPS) of $140M. It provides services including building maintenance real estate design construction management facilities and custodial services occupational safety and health operational support security transportation and print production.

Unit Description

Detention Construction and Building Operation oversee the day-to-day administrative and operational responsibilities of the Facilities and Skilled Trades Team at each site as well as contracted construction project management and city agency (DDC DCAS etc.) support. Detention Construction and Building Operation also is responsible for overseeing the successful comprehensive and timely execution of several construction projects and routine maintenance with varying levels of complexity resources and oversight at the state and local levels.

Detention Construction and Building handle all detention related facility matters including but not limited to construction design maintenance repairs etc. and ensuring the space meets programmatic needs; partner with the Department of Design and Construction to ensure new projects are completed within applicable deadlines and within fiscal parameters. They ensure the routine repair and maintenance of ACS secure detention facilities as well as the design and development of construction projects. This includes the monitoring of skilled tradespeople and/or contractors architects engineers and all individuals who provide design services ensuring safety measures and regulations are followed and work is done completely and as expeditiously as possible. They Engage in critical analysis of current and pending projects and daily work plans keeping the team on track and on task at every level; Create and maintain impeccable records and reports as required

What were looking for:

The Administration for Childrens Services (ACS) seeks qualified applicants for the position of Architect Level 2. This individual will play a vital role within the Office of Construction and Building Operations (OC&BO). OC&BO manages the repairs maintenance and capital upgrades for a variety of programmatic facilities within ACSs purview. This includes two secure detention juvenile justice facilities. Owing to the children and families we serve; health and safety considerations are paramount in our work.

What youll do:

The selected candidate will work under the guidance of the Assistant Commissioner and Executive Director executing tasks with a high degree of independence and discretion. Responsibilities will include Methodology established is comprehensive and expedient prepares annual capital budget document maintains updated status reports on capital projects by analyzing existing programs and reviews contract documents for compliance with building codes by analysis and interpretation of existing codes.

Successful applicants will possess substantial experience in directing the full life-cycle of small to mid-scale mechanical related scale. This includes the ability to ensure timely completion while effectively overseeing all cost controls and monitoring.

The role also involves supervisory duties over a team of skilled mechanics as well as direct management of various high-priority agency projects. The ideal candidate therefore will demonstrate strong leadership skills excellent project management abilities and a solid understanding of mechanics.

Key responsibilities include but are not limited to: Under direction with great latitude for the exercise of independent judgment or action as an architectural specialist performs highly difficult and technically complex architectural work such as the following:

- Serve as a consultant on major architectural matters. Conducts or directs a significant portion of research on very complex and important architectural matters.
- Prepare original proposals and reports of a complex nature.
- Serve as team leader on a project of great technical complexity or with potential impact on agency architectural operations and/or City infrastructure.
- Sign and seal architectural and other official documents.

Qualifications :

1. A valid New York State Registration as an Architect. Current New York State Registration as an Architect must be maintained for the duration of your employment.

2. In addition to above qualification requirements to be eligible for placement in Assignment Levels II and III individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
