DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Project Manager 3 hereafter referred to as Candidate(s) who meets the general qualifications of Project Manager 3 Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered works made for hire and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions which occur during the process of selecting a Candidate(s).
Project managers are the people in charge of a specific project or projects within a company. As the project manager your job is to plan budget oversee and document all aspects of the specific project you are working on. Project managers might work by themselves or be in charge of a team to get the job done. Project Management Professional (PMP) certification is required and should be noted on the resume. Proof of certification may be requested.
The Texas Department of State Health Services (DSHS) seeks highly qualified candidates to fill the Project Manager position within the DSHS Environmental Epidemiology and Disease Registries Section. This position will perform senior level consultative services and technical assistance work in the area of DSHS project management for program related activities. Work involves overseeing DSHS priority initiatives and managing special projects utilizing project management best practices in coordination with agency business and program units. Duties include: assessing analyzing planning researching coordinating and evaluating project management implementation assuring the use of best practices and standards assisting in the coordination and optimization of DSHS operations and program functions and providing recommendations.
This position is responsible for maintaining coordination across numerous related initiatives and leading special projects as assigned by agency leadership. These responsibilities include: developing project management tools; maintaining project management data on critical and major projects; reporting progress on key projects to executive/senior staff; providing recommendations regarding project management practices to agency leadership and reporting the status of key projects and accomplishments.
This position will also work with staff to initiate sponsor manage or participate in projects to maximize the success of multiple and diverse projects. Works under limited direction with extensive latitude for the use of initiative and independent judgment.
CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
- 8 Required Ability to research gather assemble correlate and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems and prioritize information and issues.
- 8 Required Ability to develop and deliver reports identifying gaps in technology and operational effectiveness.
- 8 Required Skilled in project management of multiple projects with experience with implementations across large organizations to include developing
- 8 Required Managing project plans and documenting risks issues and contingency plans; ensuring resolution of issues and removal of project barriers.
- 8 Required Skilled in effectively mapping business processes and identifying process improvements and skilled in planning and facilitating meetings and group problem solving
- 8 Required Develops or contributes to the development of statements of work project charters design documentation test plans risk assessments project budgets schedules work plans resources requirements and cost estimates and projections.
- 8 Required Experience developing and maintaining strong relationships with multiple project sponsors and stakeholders. Must possess strong communication and presentation skills and strong teamwork skills.
- 1 Preferred Ability to appropriately summarize and escalate issues and develop and present weekly status updates (written and verbal) and conduct regular project team status meetings. Compiles and distributes project information project status reports and budget
- 1 Preferred Experience developing written materials including briefing documents administrative reports and PowerPoint presentations for diverse audiences including senior and executive management
TERMS OF SERVICE
Services are expected to start 12/15/2025 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 1900 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W 51st Street Austin Texas 78751. The working position is On Site. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Health and Human Services Commission will provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
OTHER SPECIAL REQUIREMENTS
