Buncombe County Government is hiring an Emergency Management Division Manager. Our community was severely impacted by Tropical Storm Helene which was the largest natural disaster in the history of the state of North Carolina with an estimated impact of $60 Billion across the state. Buncombe County is located in the center of the disaster area with over 10000 homes impacted by the storm in our county alone.

This position will be focused on mitigating community safety concerns including landslides wildfires and other hazards which have increased due to Hurricane Helene. Our Countys flood potential and other challenges make this a unique opportunity for well-qualified Emergency Management professionals. This position works with the Emergency Services Director and Assistant Director to provide Emergency Management services for a population of 268000 residents in Buncombe County.

This position will lead the Emergency Services Teams work on the Helene Recovery Plan (draft here: and work with our newly hired Helene Recovery Officer to increase community readiness preparedness and resilience.

Purpose of the position:

The purpose of this position is to provide division leadership and direction and is responsible for developing and administering programs activities and systems to support and promote high performance strategies and to meet departmental priorities goals and objectives.

Minimum Education Training and/or Experience (required at time of hire):
Bachelors degree in related field and five (5) years of administrative experience in government or business including two (2) years of supervisory experience; or an equivalent combination of education and experience.

Essential Functions of the position:

  • Assist the Department Director in the overall management execution and administration of services for assigned division; provide administrative oversight for operational and administration activities and functions.

  • Establish implement and evaluate internal systems and organization to effectively meet operating goals and objectives; develop and evaluate internal policies procedures and staff organization to effectively carry out divisional operations.

  • employee relations diversity and staff development/training; oversight and completion of employee evaluations; and ensuring County personnel policies and procedures are appropriately administered within the division.

  • Assist in department budget development and monitoring to ensure cost effectiveness and to ensure that purchasing and financial transactions are properly conducted in accordance with County administrative policies and procedures.

  • Responsible for the research and preparation of reporting data for assigned operations to include statistical analyses recommendations and information requested by the Department Director and/or County officials.

  • Perform other related duties as assigned.

Knowledge Skills Abilities and Other Abilities:

  • Considerable knowledge and understanding of departmental and county personnel policies and procedures.

  • Thorough knowledge of the laws regulations and policies governing departmental programs and operations.

  • Ability to effectively plan coordinate and evaluate the work of others.

  • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.

  • Ability to maintain effective working relationships with the public and employees.

  • Initiative and independent judgment are required.
