Background Information
This procurement will continue to build the foundation pieces and support of the Digital Health Consumer Access program for healthcare.
The acquisition of a Senior Business Analyst through Flextrack is essential for supporting Ontario Healths Integrated Patient Access priority project. This initiative aims to provide Ontarians with digital access to health services a key priority for the Ministry of Health (MOH) and Ontario Health (OH). The plan involves leveraging technology and services across MOH OH and the Ministry of Public Business Service Delivery and Procurement (MPBSDP) to enable trusted and secure digital access to various health services beginning with My Health Record.
The role of Senior Business Analyst is to ensure operational excellence by offering oversight across product development and operational execution. This role oversees complex business needs into actionable requirements ensures alignment with policy and architectural standards and oversees sprint planning solution prototyping and implementation validation. The Sr. Business Analyst looks for opportunities streamlining product and/or operational processes through analysis research cross-functional stakeholder engagement and documentation.
The Senior Business Analyst will collaborate with and support the Senior Product Manager and be accountable for successful completion of assigned deliverables. Engagement with internal and external stakeholders will be a daily activity to provide guidance support and subject matter expertise on the Patient Access application.
Responsibilities:
Document support and manage ongoing business and product requirements.
Identifies and addresses potential challenges or roadblocks promptly to minimize impact on project timelines
Escalates critical issues when necessary collaborating with relevant teams to develop and implement effective solution
Performs business and client requirement analysis in support product development operational and deployment projects.
Continuously seeks and identifies opportunities for the improvement of deployment operational and processes and procedures.
Educates clients stakeholders and users in the broader health care sector on Patient Access product policies key concepts and processes.
Prepares/maintains system documentation user guides process maps operations documents and training manuals.
Provides business and technical content in the assembly of test plans.
Facilitates and supports business and clinical participation in the execution of test plans.
Collaborates with the team to ensure a consistent approach to executing work assignments.
Collaborates with other cross-functional teams in the delivery of tasks/projects.
Develops and has accountability for workload and tasks for a specific product in collaboration with cross-functional teams across OH.
Engages in product team discussions and assists with changes led by others in the team.
Provides a comprehensive range of I&IT business analysis services for clients with diverse business and technological needs.
Partners with subject matter experts to understand elicit and assess their requirements through gathering clarification and analysis of business needs.
Co-ordination/facilitation of user sessions and group meetings with clear agendas minutes and follow up.
Ensures action items are identified tracked reported on and resolved in a timely manner.
Performs gap analysis; build business flows of current and future state for resulting solutions.
Documents roles and responsibilities of related process actors through RACI (Responsible Action Consult Inform) matrix.
Prioritizes responsibilities independently able to handle multiple requests and system requirements to meet the organizational goals.
Suggest areas for improvement in internal processes along with viable solutions.
Identifies improvements by leveraging and simplifying processes minimizing touchpoints and documenting them.
Develops business process flows / workflows and frameworks
Maintains understanding of the product and its policy procedures and standards and business domain knowledge for own edification and knowledge sharing with their team new team members and cross-functional teams
Follow Ontario Healths methodologies and provide feedback for continuous improvement
Adhering to and promoting Ontario Health policies and standards including privacy security and architecture

Onboarding support for new integration of 3rd party applications
Risk & issues management
Continuous quality improvement
Support new integrations and onboarding services. Identifies and addresses potential challenges or roadblocks promptly to minimize impact on project timelines.
Product Support
o Document support and manage ongoing product requirements and release queue
o Supports process development and continuous Improvement activities across organization
Support and engage with stakeholders to resolve inquiries escalations and alignment discussions.
Provide knowledge transfer documents and conduct knowledge transfer sessions for all the above deliverables with assigned Ontario Health subject matter experts.
Adhering to and promoting Ontario Health policies and standards including privacy security and architecture.
Provide knowledge transfer documents and conduct knowledge transfer sessions for all the above deliverables with assigned Ontario Health subject matter experts.

Must Haves:
- 7 years of experience as a Senior Business Analyst
- 7 years of experience with requirements elicitation and analysis techniques developing use case documentation business requirements and business test plans.
- 7 years experience with a wide range of process mapping techniques documentation tooling (such as Jira Confluence Wiki or similar tools) and IT Service Management practices and applications (such as Remedy/Helix).
- 7 years Strong business acumen and understanding of architecture systems APIs and databases.
- 7 years Knowledge of project delivery practices such as Software Development Life Cycle (SDLC) Agile and/or SCRUM.
