Main Purpose of Job
Under the managerial supervision of the Deputy Executive Director of Operations for theChild Support Administration (CSA) this position contributes to the mission of theDepartment of Human Services to assist people in economic need increase preventionefforts and protect vulnerable children and adults by directing the management of systemdevelopment maintenance testing efforts and information analysis and reporting for CSAthat are currently or will be incorporated into the Child Support Management SystemmyMDTHINK Consumer Portal and all other data dashboard and reporting needs.
POSITION DUTIES
- Leads the management team responsible for the developmentimplementation and evaluation of modernization systems the design and maintenance of existing automated systems and the analysis and reporting of data in the Child Support Administration in accordance with federal and state laws.
- Serves on DHS Data Council as Data Steward for CSA. Assists withproviding Data Council status updates to Executive Committee.
- Directs the development and implementation of keystrategies for special project objectives. Current examples are the development and implementation of the Child Support Management System (CSMS); myMDTHINK Consumer or other modernizationinitiatives and the DHS Data Council.
MINIMUM QUALIFICATIONS
Education:A Bachelors degree from an accredited college or university.
Experience:Nine years of experience in administrative professional ortechnical work four years must have involved supervision ofother employees or exercising responsibility forprogramdevelopment.
Notes:
1. Candidates may substitute graduate level education at anaccredited college or university at the rate of 30 credit hours on a year-for-year basis for up totwoyears of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human servicesprogramor experience conducting studies and analyses ofprograms procedures practices and organizations on a year-for-yearbasis for the required education.
3. Candidates may substitute U.S. Armed Forces militaryservice experience at a rank of Corporal/Petty Officer orhigher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General Administrative Clerical and Office Servicesfield of work on a year-for-year basis for the required experience and educationtwoyearsmust havebeen in an administrative supervisory or consultative capacity.
SELECTIVE QUALIFICATIONS
- One year of supervisory experience.
DESIRED OR PREFERRED QUALIFICATIONS
- Two years of federal system certification experience.
- Two years of experience interpreting and implementing certification guidelines.
- Two years of direct project management experience and oversight of large scale complex projects.

- Personal Leave - new State employees are awarded six (6) personnel days annually (prorated based on start date).
- Annual Leave - ten (10) days of accumulated annual leave per year.
- Sick Leave - fifteen (15) days of accumulated sick leave per year.
