Job Duties
The Department of Behavioral Health and Developmental Services (DBHDS) seeks an experienced HR professional to serve as the Office of Human Resource Managements (OHRM) Deputy Chief Human Resource Officer (DCHRO). The DCHRO provides executive-level leadership consultation and coordination of HR operations across DBHDS-operated facilities. Reporting to the Chief Human Resource Officer (CHRO) the DCHRO aligns facility HR practices with OHRMs workforce strategy; serves as the primary liaison to facility CHROs/CEOs and the Deputy Commissioner for Facility Services; represents OHRM in Daily Hospital Operations; and leads monthly HR performance reviews with facility leadership. The DCHRO briefs the CHRO on workforce trends risks and outcomes and drives systemwide HR improvements that advance consistency compliance and organizational excellence. This position requires frequent statewide travel to DBHDS facilities. A valid unrestricted drivers license and an acceptable driving record in accordance with the Commonwealths Driver Safety Program are required due to regular statewide travel.
Key Responsibilities:
Ensuring consistent implementation of HR policies and strategies.
Facilitating best-practice sharing and implementation.
Delivering workforce updates and policy clarification.
Facilitating facility HR strategic planning aligned with the DBHDS CHROs HR Strategic Plan.
Conducting SWOT analyses and recommending facility-wide adjustments.
Coordinating workforce planning and succession strategies.
Collaborating with OHRM workforce planning staff and keeping CHRO apprised of pipeline gaps.
Monitoring compliance with state/federal laws and DHRM/DBHDS policies.
Proposing risk-mitigation strategies and reporting audit results and corrective actions to the DBHDS CHRO.
Minimum Qualifications
Progressive leadership experience in Human Resources preferably in healthcare behavioral health or multi-facility environments.
Experience advising executive leaders and coordinating HR operations across complex organizations.
Demonstrated success in strategic HR planning workforce transformation and compliance oversight.
Comprehensive knowledge of HR management principles/practices and compliance requirements.
Familiarity with workforce planning employee relations and organizational development.
Skill in executive consultation strategic planning relationship management and translating HR data/trends into actionable recommendations.
Strong communication facilitation and diplomacy.
Proven ability to brief executives and lead cross-facility consensus.
Proficiency with HR systems and analytic tools (E.g. Cardinal HCM Page-Up Power BI).
Additional Considerations
Professional HR certification (PHR SPHR SHRM-CP SHRM-SCP and/or healthcare HR equivalent).
Prior multi-facility healthcare HR leadership (behavioral health long-term care and/or hospital systems).
Experience leading complex workforce initiatives in government or large-scale environments with the ability to lead through influence across facilities/levels.
