Position Title:
Program Manager Hazard Mitigation Grant Program
Location: Phoenix AZ
Position Overview The Hazard Mitigation Grant Program Manager will provide program-level management and oversight of grant awards under State and Federal Hazard Mitigation Assistance (HMA) programs. This includes managing mitigation projects for programs such as:
- Building Resilient Infrastructure and Communities (BRIC)
- Pre-Disaster Mitigation (PDM)
- Flood Mitigation Assistance (FMA)
- Hazard Mitigation Grant Program (HMGP)
- HMGP Post Fire
- Safeguarding Tomorrow through On-going Risk Mitigation (STORM) Act
- Legislative Pre-Disaster Mitigation (L-PDM)
- State-sponsored hazard mitigation projects
The Program Manager will also lead a small team of Emergency Management staff and work closely with applicants to develop HMGP projects during federally declared events including Fire Management Assistance Grants (FMAG).
Key Responsibilities - Manage and oversee hazard mitigation grant programs and related projects.
- Ensure compliance with State and Federal regulations for HMA programs.
- Provide technical assistance to applicants and stakeholders during project development.
- Lead and mentor a small team of emergency management professionals.
- Prepare for and respond to emergency activations including SEOC and JFO operations (24/7 availability required during activations).
- Train for specific SEOC positions and perform assigned duties during exercises or disasters.
Position Details - Type: Staff Augmentation
- Hours: 40 per week (Day Shift: 8:00 AM 5:00 PM)
- Duration: 6 months from start date (Projected Start: 12/15/2025)
- Location: 5636 E McDowell Road Phoenix AZ 85008
- Travel: Not required
- Security: Background check and drug screening required (HireRight)
- Local Candidates Only: Must be available for in-person interviews and start within 2 weeks of offer.
- Visa Sponsorship: Not available; candidates must be eligible for FTE conversion.
Required Skills - Financial Management: 5 years in billing auditing expenses and invoicing.
- Program Management: 2 years of experience as a Program Manager.
- Grant Management: 2 years of experience with grants.
Preferred Skills - Experience with compliance checks.
- Strong professional communication skills.
Additional Information - Candidates must be prepared for emergency response and no-notice recall.
