The DGS Division of Purchases and Supply (DPS) is looking for two senior public procurement officers to join our team asStatewide Sourcing & Contracting Officers (SSCOs) to serve as senior procurement experts establish highly complex high-dollar statewide contracts and provide training to staff agencies and vendors.

DPS provides services that make it easier and more convenient to do business with the Commonwealth and make it simpler and more cost efficient for the government to do its business. The divisions flexible and innovative approach to procurement creates cost savings and ensures transparency and accountability in the purchasing and contracting process.

In support of this the SSCOs will establish and manage statewide contractsin compliance with the Virginia Public Procurement Act (VPPA) theAgency Procurement & Surplus Property Manual (APSPM) and other relevant laws and guidance. Among other activities this will include researching and identifying strategic contract opportunities consulting with executive leadership and the Office of the Attorney General on potential risk performing contract management duties and establishing and maintaining key strategic vendor a senior procurement officer and subject matter expert they will also provide timely accurate and responsive procurement support for other agencies and public bodies.

Job duties include but are not limited to:

  • Independently performs complex procurements through competitive sealed or unsealed bidding competitive negotiation sole source and emergency methods to develop efficient highly complex high-dollar high-volume strategic statewide requirements contracts for use by all statewide authorized users.
  • Performs all necessary contract management and administration duties for all awarded and assigned contracts ensuring activities are all accomplished in accordance with policy and procedures including negotiations formation (award) modifications and administration and create contract file.
  • Maintains substantial knowledge of the Commonwealths eProcurement System (eVA) including all demand analytics future procurement notices solicitation postings and award notices or any other sourcing and procurement action.
  • Collects compiles and evaluates contract usage and spend information through eVA reconciles information to that reported by contractors and conducts cost savings and cost avoidance reports on statewide contracts.
  • Researches and identifies strategic contracting opportunities determines the most effective method of procurement and conducts extensive research and advanced market analysis to determine optimal competitive target pricing.
  • Performs reviews consulting and/or oversight of solicitations procurement actions and/or contracts from other agencies and public bodies and offers recommendations and guidance on any delegated procurement action.
  • Serves as procurement expert in the review and analysis of specialized procurement issues and consults regularly with executive leadership and the Office of Attorney General on the specialized procurement issues as needed to protect the Commonwealth from potential risk including monetary and public trust interest.
  • Develops and conducts procurement contracting contract law and eVA functionality training to staff agencies vendors and varying levels of governmental leadership informally virtually and in classroom training and development settings including at the DGS Procurement Forum annually.
  • Facilitates Virginia Institute of Procurement development and certification courses.

SSCOs also support the Virginia Strategic Sourcing Initiative (VSSI) program staff to leverage the buying power of the Commonwealth between agencies institutions and other public bodies. They also participate with theVirginia Emergency Operations Center (EOC) by attendingmeetings and volunteering for open shift positions when EOC augment staffing is needed.

Minimum Requirements

  • Experience executing high-dollar complex procurements using RFPs and IFBs.
  • Extensive knowledge of public procurement policies regulations and procedures.
  • Extensive knowledge and experience with contract law and the entire contract life-cycle.
  • Considerable experience working with governmental eProcurement platforms.
  • Excellent communication and interpersonal skills including experience successfully negotiating highly technical contracts and coordinating with contracts and stakeholders
  • Ability to develop and administrate complex contracts including the ability to recognize and weight risks in contract terms and conditions.
  • Advanced data interpretation and analysis skills including experience with interpreting specifications data collection research and quantitative analysis.
  • Demonstrated ability to manage time wisely function independently and successfully handle multiple priorities in a fast-paced stressful environment.
  • Skills with word processing software spreadsheets and presentation software.

Additional Considerations

  • Virginia Contracting Officer (VCO) certification. Candidates that do not have this certification will be required to obtain it within one year of hire.
  • Virginia Contract Administrator & Risk Management (VCARM) certification.
  • Virginia Construction Contracting Officer (VCCO) certification.
  • Certified Public Procurement Officer (CPPO) and/or Certified Professional Public Buyer (CPPB) certification.
  • Experience with Virginia public procurement policies regulations and procedures including the VPPA and APSPM.
  • Experience using eVA.
  • Experience conducting procurements for goods services or professional services across a wide variety of industries.
  • Experience conducting high-volume procurement.
