The Opportunity:

Looking for a challenge

Multnomah County Library (MCL) is recruiting an experienced Project Manager to join our Office of Project Management and Evaluation (OPME). This is an exciting opportunity to become part of a dynamic strategic and forward thinking team.

Projects handled by OPME are system-wide in scope support or advance library strategic initiatives and impact 600 library staff members and nearly 400000 library cardholders. Projects require collaboration with other county work units (e.g. IT Facilities Procurement and Contracting) and have budgets ranging in size up to approximately $1 million.

This is an internal recruitment open to all current regular probationary/trial service and limited duration employees or those in a paid or unpaid internship program at the time of recruitment who are in paid status on approved leave or on an active recall list. Additionally current temporary and on-call employees may apply for an internal recruitment provided that they were currently or previously hired through a civil service process.

This is also a Limited Duration Appointment expected to last two years from the date of hire. However the appointment may end earlier based on business needs. The hiring list created from this recruitment will be used to fill future regular status limited duration temporary project manager positions.

In this role you will oversee all aspects of project management for large strategic system-wide projects. This includes but is not limited to:

  • Managing projects from initiation to closure using the five-project process in person and virtually. Creating and maintaining documentation such as: project charters plans schedules deliverables milestones resource allocation risk assessments communication and change management plans assessments and evaluations RACI charts WBS stakeholder analyses closure documentation and project handover plans.
  • Identifying project members and stakeholders to create cross-functional matrixed teams. Maintain a cooperative team environment throughout the project cycle. Assigns action items to team members and follows up to ensure action items meet the deadlines and requirements.
  • Creating procedures workflows and resource requests in alignment with organizational and project parameters including leading with race and designing equity inclusion and diversity priorities into all facets of project work. Works with the departments policy coordinator to notify of policy needs and operationalize approved ones into project processes and artifacts.
  • Organizing and facilitating system-wide sessions at all library locations to engage stakeholders at different classification levels in the organization.
  • Working with the project sponsor to ensure project alignment with MCLs strategic priorities; Develops business case project charter and success criteria.
  • Designing valid mechanisms to gather stakeholder feedback and identify lessons learned to improve future project processes.
  • Collaborating with internal partners to develop project related materials. Collaborate with any relevant county partner including library teams I.T. facilities procurement & contracting and vendors as it relates to project needs.
  • Consulting with sponsor workgroups and stakeholders to resolve issues and ensure the project is completed on time.
  • Act as a project advisor or consultant to workgroups as assigned.
  • Supporting project management efforts within programs to ensure use of project management tools and practices.
  • Advocating for OPME scope for project management tasks while articulating when team resources are needed and when they are not.
  • Communicating best practices new practices tools and skills for project management to library staff through email intranet and direct communication.

You will also be a critical member of the team by:

  • Supporting the success of the work group by engaging with team initiatives such as systemwide project and evaluation planning prioritization efforts Smartsheet development and population strategic planning and more. Participating in team meetings retreats other scheduled team activities and team goals and direction setting.
  • Leading and engaging in equity inclusion and diversity work as outlined by the county library and the work team. Incorporating lessons and focus into all areas of project work.
  • Sharing tools and resources the team can utilize in their work and providing training and support to colleagues.
  • Participating in conferences workshops and other professional development for the purpose of maintaining and developing project management skills. Presenting learnings to colleagues and incorporating into work processes and products.
  • Representing the workgroup to library colleagues through in person and virtual communication and professional products.
  • This position requires someone with the ability to work respectfully and capably with people from all backgrounds and age groups. You must demonstrate a positive attitude excellent interpersonal skills cultural sensitivity and a sense of humor while working with customers co-workers and community.

To Qualify
We will consider any combination of relevant work experience volunteering education and transferable skills as qualifying unless an item or section is labeled required. Please be clear and specific about how your background is relevant.

Minimum Qualifications/Transferable Skills:

  • Bachelors degree in a related field. Experience may substitute for the degree.
  • Three years of additional relevant experience.
  • Expert knowledge and application of project management principles and practices.
  • Basic knowledge of 21st century public sector and/or public library service principles and practices as demonstrated by managing large mission-critical projects in a public institution.
  • Progressively responsible experience managing projects in the fields with intersections of IT facilities organizational change and more.
  • Significant experience serving as a lead for projects throughout the full project life cycle with numerous key partner groups.
  • Ability to pass a criminal records check should a job offer be extended and you are not already employed by the library. Results of the records check will be reviewed on an individualized basis. A conviction is not an automatic bar to employment.

Additional Details
Hybrid Telework:
This position is designated as hybrid telework meaning you will be working both remotely (from home) and in person at the Albina library location. Your onsite days will be Monday and Wednesday; however the nature of the work will also require onsite visits to locations and working from library locations when needed.

All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Library Administration at Albina Library located at 205 NE Russell St Portland OR 97212.

Serving the Public Even During Disasters
Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response.
