DescriptionHennepin County District Court invites qualified applicants for a full-time Court Operations Leadworker I positions within the Juvenile Division.
This is a diverse professional environment that promotes equity for all court staff and court users. The Juvenile Division is made up of 40 staff members who manage approximately 13000 juvenile case filings annually for Hennepin County working with Juvenile Delinquency Child Protection and Adoption related cases.
CourtOperationLeadworker I performs highly advanced juvenile-related court operations work under the general supervision of the Court Operations Supervisor. The Leadworker I serves as a division leader and positive role model by demonstrating exceptional interpersonal communication technical skills initiative and motivation in contributing to the districts mission vision and values. The Leadworker I models leadership within the division through extensive training in case processing courtroom clerking and office functions that include initiating and processing documents for all juvenile case types electronic filing (eFS) calendar preparation front counter customer service and records. Work requires the use of independent judgment application of specialized clerical knowledge and comprehensive understanding of court operations and procedures. This position will provide backup and may perform some of the same duties as lower-level classifications as needed.
This AFSCME-represented position is classified as a Court Operations Leadworker I. The Juvenile Justice Center is located downtown Minneapolis at 590 Park Avenue. This position will be assigned to the first-floor administrative clerks office (Suite 100) but may also be assigned to various judicial chambers as needed. Typical hours for these positions are 8:00 a.m.-4:30 p.m. with some flexibility based on business needs.This position iscurrently working both remotely and in-person which may change depending on operational need.
Example of Duties
Act as primary technical and procedural resource
- Provide work direction and daily support to work teams and act as a liaison to internal and external customers within the division which may include: reviewing court clerical and/or financial work for accuracy and compliance by completing the daily deposit; answering case-related and procedural questions; drafting procedural guidance and training manuals; providing training feedback and coaching case processing and court procedures; informing management of work progress personnel issues and backlogs; and assisting staff in meeting performance standards.
- Serve as first contact for troubleshooting problems and assist staff with challenging case processing financial work and customer service responsibilities at the counter and on the telephone. Oversee implementation of new/revised policies and procedures in the division and recommend improvements in procedures and trainings on new policies and procedures.
Provide training to Court Operations Associates and Judicial Staff
- Develop training schedules for employees; provide initial and ongoing procedural and court information system training to new and existing staff for both courtroom and office-related functions; write and maintain procedures and training materials for all job assignments.
- Provide training support and leadership with new initiatives in a fast-paced evolving environment.
- Monitor daily/weekly reports for errors and incomplete data.
- Review new employee work for accuracy and provide coaching and training as needed; monitor progress of staff training and work performance; update supervisors of progress; provide input to division supervision for staff evaluation as related to performance achievements and issues; and follow up with staff to provide additional training and guidance.
Fulfill administrative responsibilities
- Perform court clerical duties to stay abreast of changes in case processing in all Juvenile Court case types.
- Daily contact with judges to problem solve non-routine situations and respond to their requests for documents or other information; with the general public attorneys and representatives from outside agencies for the purpose of answering questions relative to court policies and procedures providing referrals for further assistance providing information on case status and court records and giving assistance with the processing of applications and documents; and with other agencies and personnel for the purpose of exchanging information on court cases and proceedings.
- Perform advanced and urgent court operations work under limited supervision.
- Perform other duties as directed by Court Operations Supervisors.
Typical Qualifications
Minimum Education and Experience:
Any combination of training and work experience which indicates possession of the knowledge skills abilities and skills listed.
- High school diploma or equivalent.
- At least one year of experience as a Court Operations Associate Court Operations Specialist or equivalent experience.
- As this position will be working partially remotely access to reliable internet connection is required during this time.
Minimum Knowledge Skills and Abilities:
- Working knowledge of current Minnesota Court Information System (MNCIS) case processing including case initiation updating processing financials court procedures and policies related to both the administrative office and courtroom functions and the ability to apply these as needed.
- Experience writing job procedures and developing training materials in a clear and concise manner.
- Experience in planning and monitoring the work of others including reviewing work for accuracy and providing feedback for corrective action.
- Organized with the ability to prioritize and meet urgent competing deadlines. Plan and coordinate the daily work of other employees who are engaged in a variety of work assignments.
- Self-directed and motivated with demonstrated leadership skills the ability to independently make decisions in accordance with laws regulations and departmental policies and procedures and the ability to work well under pressure while remaining flexible and adaptable in high pressure environments.
- Experience in providing one-on-one training with the ability to adapt technical and procedural training to various learning styles of staff.
- Ability to communicate effectively use legal terminology and meet individual responsibilities while addressing the needs of the team internal and external customers and justice partners.
- Proficient in Microsoft Word SharePoint Outlook eFS and Documentum (AX).
Preferred Qualifications:
- Knowledge of current Hennepin County District Court Juvenile Division policies and procedures.
- Experience utilizing court technology to ensure accuracy of the daily calendars and interpreter assignments.
- Experience conducting remote or hybrid hearings including running zoom by creating/hosting meetings creating and running breakout sessions renaming parties.
- Experience and knowledge working in judicial chambers including scheduling multiple meetings or hearings and drafting court orders and documents.
Supplemental Information:
The expected starting salary for external candidates is at least $25.50 per hour and may be higher depending on qualifications. Pay will be determined in compliance with the AFSCME contract. This position is non-exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.
