Position Overview

We are seeking an experienced IT Business Analyst III to support a large-scale healthcare technology modernization initiative focused on enhancing provider enrollment and management systems. This position will play a critical role in bridging business needs and technical solutions ensuring successful project execution and system functionality improvements in alignment with state requirements.

This role requires an analytical thinker with strong communication skills extensive experience in Agile environments and a solid understanding of Medicaid and claims processing systems.

Key Responsibilities

• Analyze program policies procedures and business processes to assess system impacts and identify improvement opportunities.
• Gather and document business requirements use cases and workflows by collaborating with program stakeholders and vendors.
• Serve as Product Owner for Agile/Scrum teams maintaining a prioritized product backlog and ensuring alignment with business goals.
• Develop and document User Stories and Acceptance Criteria according to Agile best practices.
• Review system and data deliverables ensuring technical specifications align with user needs.
• Coordinate and participate in User Acceptance Testing (UAT) and quality assurance reviews.
• Track and report project progress risks and issues to management while ensuring timely resolution.
• Conduct impact assessments cost-benefit analyses and ROI evaluations for proposed solutions.
• Develop test scenarios manage execution with formal testing tools and evaluate coverage and outcomes.
• Facilitate meetings provide clear project documentation and maintain transparency across stakeholders.
• Identify risks and implement mitigation strategies to ensure project deliverables remain on track.
• Collaborate cross-functionally to ensure solutions support operational and strategic goals.

Required Qualifications

• 8 yearsof experience as a Business Analyst and Agile Product Owner.
• 8 yearsapplying the Agile software development methodology.
• 8 yearsconducting complex business analysis and creating detailed technical documentation.
• 8 yearsmanaging project reporting risk mitigation and stakeholder communication.
• 8 yearsdeveloping and executing test plans scenarios and exit criteria within complex software environments.
• 8 yearsutilizing Microsoft Office Suite (Word Excel PowerPoint Teams) and Microsoft Project (or similar).
• 8 yearscoordinating and validating business requirements and translating them into technical solutions.
• 8 yearsworking with testing management software and system documentation review/approval.
• 8 yearsof experience with Medicaid systems processes and claims processing.

Preferred Qualifications

• 4 yearsof knowledge or experience with Texas Medicaid programs.
• 2 yearsof experience supporting the Provider Enrollment and Management System (PEMS) project or a similar healthcare enrollment system.
