Job Summary

The Van OutreachManager provides overall management and supervision of Main Street Projects(MSP) van outreach program and associated services including (but not limitedto) the supervision of staff students volunteers interns and the programbudget. The Van Outreach Manager also leads the development and implementationof program policies and procedures and the coordination with other programswithin the Agency to ensure seamless and comprehensive services. The VanOutreach Manager is additionally responsible for liaising with external partiesincluding (but not limited to) folks experiencing homelessness City andProvincial staff stakeholders and other parties with a goal of building andmaintaining relationships built on trust and strong collaboration.


Key Responsibilities

Operational Oversight:

  • Ensurethe programs overall operations continuously run efficiently deliveringprogram services in the most consistent manner possible
  • Responsiblefor the development implementation and maintenance of program policiesprocedures and activities consistent with MSPs mission values and goals
  • Provideperiodic review evaluation and modification of programs in accordance withMSPs mission and contractual obligations
  • Responsiblefor the supervision of program staff students volunteers and interns
  • Ensurethat programs and activities reflect the needs of clients
  • Responsiblefor determining staffing needs participating in the interviewing processaligning staffing with budgets managing resources and manage staffperformance
  • Planstaffing levels in accordance with budgets; ensures appropriate numbers ofstaff are scheduled in each program and on each shift to meet / exceed programdelivery
  • Partnerswith the Human Resources Department to recruit interview select hire andemploy an appropriate number of staff to meet program goals
  • Coachmentor and develop staff including onboarding; empower employees to takeresponsibility for their jobs and goals.
  • Enhancerelationships with other City/Community Services including WFPS WPS EMR andall outreach teams (RaY DCSP Salvation Army etc.) as well as partnerrepresentatives from the Province.
  • Workclosely with City Services to respond to 311 calls pertaining to encampmentsand encampment clean-ups
  • Leadingsector Encampment Coordination meetings with internal and externalcollaborators and updating on existing encampments and people livingunsheltered
  • Supportingrequired outcomes related to the Provinces Your Way Home Strategy (YWH)ensuring accurate data keeping on community members wanting to be housedmaintaining positive relationships with internal/external housing partners (Sunshine House Siloam Mission etc.) attending all YWH meetings
  • Tracksparticipant transitions from Transitional Housing into other housing optionsincluding MSP-operated housing; once housed within MSP internal tracking ismanaged by the assigned Case Management Coordinator with re-entry into encampments triggering a return to outreach support.
  • Createstreamline approaches to collect and review data
  • Reviewdaily documentation and provide feedback recommendation and coordinationwithin MSP and other outreach services.

Cultural Safety& Security:

  • Createa culturally safe and secure environment where people feel safe and drawstrength in their identity culture and community
  • Providedirect service to community members through crisis intervention counseling casemanagementKM1JM2 participant grievance/dispute resolution outreach andother service activities as necessary in conjunction with other departments
  • Ensurefull 24/7 staff coverage across program

ParticipantServices:

  • Modeland nurture a trauma-informed care approach in all interactions with staff andparticipants; mentor staff to develop and strengthen their knowledge andunderstanding of trauma-informed care
  • Intervenein participant crises as requested or required
  • Createsystems that identify address and support community members livingunsheltered or in communities
  • Developintegrated approaches that enhance the collaboration between outreach and casework.

Leadership TeamSupervision & Team Coordination:

  • Managetrain and coach staff developing a strong and skilled team
  • Overseeschedules for all shifts resolve scheduling issues and fill in schedulinggaps as needed
  • Ensurestaff receive timely and meaningful feedback about job performance conductand attendance; ensure documentation is provided
  • Helpensure effective communication across shifts
  • Directlyaddress and manage staff issues including staff complaints conflictresolution and disciplinary issues; document issues and ensure appropriateteam members are notified on matters of concern
  • Providesupport to all staff including responding to emergencies from staff on-site orfrom on-call providing site coverage
  • Participatein program and organizational development and attend staff and team meetings

On-Call Duties:

  • Ensureyou are available to your team in accordance to the on-call policy
  • Participate in on-call rotational support.

Qualifications

  • Post-secondaryeducation in Social Work Psychology or a related field is considered an asset
  • Two yearsexemplary management experience in a non-profit setting preferably in thehuman services/ social services sector
  • Two yearsexperience working with a diverse population with sensitivity to differencesin socioeconomic status
  • Applied SuicideIntervention Training First Aid/CPR and NVCI are considered an assets
  • Knowledge andtraining in working with a vulnerable population experiencing chemicaldependency mental illness and homelessness
  • Extensiveknowledge of addictions mental health and co-occurring disorder best practices
  • Demonstratedproblem solving and crisis/risk assessment and intervention skills
  • Ability to applyHarm Reduction and Housing First philosophies in day-to-day work andinteractions
  • Excellentinterpersonal listening oral and written communication and conflictde-escalation and resolution skills
  • Ability tomaintain a positive collaborative relationship among staff
  • Excellentplanning organizational problem solving and facilitation skills
  • Windows and MSOffice proficiency
  • Strong knowledgecommitment and demonstrated ability to apply diversity equity culturalsafety pro-choice social determinants of health population healthanti-oppression harm reduction trauma-informed and community developmentprinciples in all aspects of the work.
  • Ability to workflexible hours to allow for attendance at meetings and may include eveningholiday or weekend consultation.
  • Knowledge ofIndigenous Culture
  • Knowledge of TRCCalls to Action MMIWG Call to Justice and UNDRIP
  • Additionallanguages (Indigenous) are considered an asset
  • Expert problemsolver analytical thinker and decision-maker

  • Experience incrisis intervention and conflict resolution skills
  • Knowledge of theeffects of poverty and the detriment of health is essential
  • Ability toeffectively manage budgets and resources

  • SatisfactoryCriminal Record with Clear Vulnerable Sector Search and a Clear Adult AbuseRegistry Check
  • Valid Drivers License



Working Conditions

  • Fast-pacedenvironment with occasional high pressure or emergent situations
  • Work hours subject toprogram needs to ensure coverage during all hours of operation.
  • Frequent use ofcomputer keyboard copy/fax machine and cell phone
  • Work is primarilyperformed in an office setting location using standard office equipmentassociated with the position (computer printer desk phone cell phone)
  • Some physical workincluding lifting bending climbing stairs carrying up to 35 pounds
