Team and Job Purpose

Across all sectors AI Data and Digital are critical enablers that help organisations deliver better quality work based on sound decision making and driving efficiency. This is as important if not more critical in the development sector where every $ counts towards supporting the needs of children. There are many systems and tools across the organisation that are used to generate store and communicate data and information as well as pockets of capabilities and process that is focused on driving continuous improvement. Alongside this and based on this rich data landscape Digital Programming or ICT4D (information and communication technology for development) is the application of technology for the delivery of programmes for children. Technology can range from bespoke for a specific purpose or a standard off the shelf digital tool or application. It may be deployed in the field as part of a program delivery (front office) or form part of the program development cycle (back office). Similarly it could also focus on an enabling technology required to allow further digital developments e.g. connectivity infrastructure changes etc. Bringing these together and maximising benefit from evolving AI technologies to support programme delivery data and analytics operational delivery a single unit drives quality delivery and ensures a fully joined up approach.

To ensure we focus our resource and capabilities in the best way to maximise value a fit for purpose strategy based on our overarching global strategy is key enabling us to accelerate on priority areas and balance scale with local needs.

Role purpose

The Lead Indicator Enablement will help create and own the vision and roadmap for the Indicator and Form Libraries Product/s based on their knowledge and experience of similar data management products and processes at Country Office SCI Global and Member level. The role holder manages and aligns both users and stakeholders on this vision. As part of this they understand and prioritise their requirements and needs based on value and ensures the solution design aligns with standards and frameworks adopted for the management of Global Indicators and associated forms across SCI. To do this they work with the AI Data and Digital Function and the Digital Data Collection Project as well as IT to deliver the features and items on the agreed Product Backlog to achieve this vision. As input to this they will need to work with Global Program Delivery & Quality Global MEAL and Global Thematic Leads to ensure consistent standards are applied to the content of the Product Backlog.

This role will be the ultimate owner of the Indicator and Form Libraries Product. The role holder will be responsible for the adoption and compliance of the Indicator and Form Libraries digital solution across the movement ensuring the system is fit for purpose and that it will achieve the strategic goals. They will also be accountable for the delivery of high-quality forms that align with sector standards as well as ongoing maintenance of the Indicator Library and associated attributes.

To be successful in this role it is critical that the role holder has experience working at the Country Office level in a leadership position in either the Operations TE or MEAL function.

Principal Accountabilities

  • Leads a team responsible for the end-to-end management of global indicators ensuring their quality consistency and resilience. Enables data-driven decision-making and rapid response to emerging issues or gaps through proactive oversight and continuous improvement of indicator frameworks
  • Serve as the Business Owner for the Indicator Library Form Library and Summarisation Tooling with accountability for the ongoing stewardship of the Global Indicator List and its associated content. Lead the governance and maintenance of centrally managed standardised forms ensuring alignment with organisational standards. Partner closely with relevant functions to co-develop validate and continuously improve the quality and integrity of all content across these platforms
  • Vision and Roadmap: Develop and own the product vision and roadmap for the Digital Indicators and Form Libraries Solution via the Product Owner once this transitions to BAU ensuring alignment with SCIs strategic priorities for Indicators and Form Libraries
  • Work with stakeholders from across SCA including Country teams to understand and define business requirements in order to refine the solutions features and enhancements prioritizing developments that deliver the highest value to the organization
  • Agile Development: Oversee the Product Owner defining and prioritizing the product backlog in partnership with the Project Lead during the project and taking full ownership in BAU ensuring that features and enhancements are delivered according to plan
  • Product Management and Continuous Improvement: Set the pricing for the Digital Indicator and Form Libraries solution to ensure that the cost of maintaining the solution can be recovered. Complete annual reviews to ensure the pricing is in line with actual costs to manage the solution
  • Monitor the performance and impact of the Digital Indicators and Form Libraries Solution using feedback and data to identify opportunities for improvement.
  • Define release plans that deliver high business value and ensure operational disruption is mitigated by thorough implementation planning
  • Maintain up-to-date product documentation user guides and training materials to support global adoption and ongoing usage
  • Risk and Compliance: Ensure that the Digital Indicator and Form Libraries solution adheres to SCIs data protection privacy and security standards particularly in managing sensitive beneficiary information. Identify and manage risks associated with the global deployment and operational use of the solution

Experience and Skills

Essential

  1. Demonstrated experience working at the Country Office level leading teams and driving continuous improvement across Operations TE or MEAL functions including extensive experience in delivering data insights to inform decision-making
  2. Experience in managing or supporting Data Management solutions including the full lifecycle from indicator selection data collection approach and templates through to summarisation and analytics. Experience of managing specific Indicator and/or Form Library solutions would also be preferred but not essential given this is a niche area
  3. Proven experience in leading the deployment of digital solutions remotely across multiple countries and contexts preferably within the humanitarian or development sector including experience with Data Management platforms with the ability to translate programmatic requirements into technical specifications and communicate technical solutions to non-technical stakeholders. Drive for ensuring the platform is intuitive accessible and meets the needs of end-users in diverse contexts
  4. Experience working within complex global and multicultural organizations with the ability to navigate and manage diverse stakeholder needs across different regions including remote collaboration with developers designers and country office staff
  5. Demonstrated ability to manage and align senior stakeholders with differing priorities using strong communication interpersonal and negotiation skills to drive consensus on product vision and objectives. A collaborative and proactive personal style with the ability to influence stakeholders at all levels of seniority and across different functions within the organization
  6. Strong change management skills with the emotional intelligence to guide and support country offices through the transition to the new digital solution ensuring adoption and minimizing disruption
  7. Excellent written and verbal communication skills with the confidence to deliver presentations lead demonstrations and produce clear and concise product documentation
  8. Strong strategic thinking and problem-solving abilities with the capacity to analyse complex issues propose solutions and drive continuous improvement in the digital solution

Desirable

  • Non-profit sector knowledge/experience (especially international development projects)
  • Second language French Spanish or Arabic
  • Good understanding and hands-on experience in working with Scrum teams to deliver iterative improvements
  • Product Owner (Agile) experience (lived or observed with good understanding of the role)
