GENERAL DESCRIPTION:


Join the Wyoming Department of Transportation (WYDOT) as an Accounting Supervisor and play a crucial role in shaping the financial backbone of our states essential infrastructure while leading a committed team to ensure fiscal integrity and operational excellence! The Wyoming Department of Transportation (WYDOT) is seeking a Principal Accountant serving as the Accounting Supervisor to lead and oversee the General Ledger Revenue/Accounts Receivable Property and Inventory functions. This position is responsible for supervising staff directing daily financial operations ensuring timely deposits billing customers and external entities and accurately tracking WYDOTs property and inventory. By managing these essential financial activities this role enables Financial Services management to focus on policy development regulatory compliance reporting requirements and ensuring the overall accuracy and completeness of financial data in PeopleSoft and WOLFS. The work performed by this position is critical to WYDOTs ability to maintain financial data integrity which supports agency personnel in maintaining Wyomings highway bridge and telecommunications infrastructure to ensure the safety of the traveling public.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Supervise GL Property/Inventory and AR staff regarding day-to-day work issues and problem-solving; monitor employees who manage several group email maintain track and analyze AR Property/Inventory and GL metrics to manage workload measure staff performance and provide information to management.
  • Oversee monitor and control general ledger property/inventory and revenue activities for the agency including processing and maintenance of the general ledger property/inventory and Federal state and other revenue and accounts receivable.
  • Responsible for developing and maintaining the accuracy of all financial statements for the agency.
  • Month-end procedure oversight for General Ledger Property/Inventory and AR/Revenue ensuring all weekly monthly quarterly and annual agency deadlines are met.
  • Manage the GL Property/Inventory and AR/Revenue modules involving testing documenting and implementing changes in production in WYDOTs ERP systems for the agency using individual subject matter experts within the Financial Services Program.
  • Prepare and/or supervise the preparation of the monthly and annual financial statements based on the current financial resources measurement focus and modified accrual basis of accounting in accordance with Governmental Accounting Standards Board (GASB) pronouncements.
  • Prepare and/or review schedules calculations and workpapers for the monthly and annual financial statements. Write footnote disclosures for the annual financial statements.
  • Advise agency management on interpreting regulations policy and procedures.
  • Assist in the development of fiscal policy and procedures in compliance with GAAP GASB federal and state laws for the agency and develop and recommend changes in regulations.Advise and confer regularly with management in WYDOT internal programs and other agencies to clarify fiscal information and resolve problems.
  • Enforce internal controls related to GL Property/Inventory and AR/Revenue for the Financial Services Program and the agency.

Qualifications


PREFERENCES:


Preference will be given to candidates with supervisory or leadership experience particularly those with a strong understanding of governmental accounting standards (GASB) fund accounting and financial reporting.

Preference will be given to candidates with an accounting degree fiscal audit experience including preparing workpapers and financial statements for audits as well as advanced Excel skills (vlookups pivot tables macros etc.). Ideal candidates will have hands-on experience with PeopleSoft Financials and WOLFS (the States accounting system).

A proven ability to oversee multiple financial functions including general ledger accounts receivable property and inventory.

Strong analytical and reconciliation skills experience developing or improving financial procedures and internal controls.

The ability to communicate clearly and professionally with staff leadership and external agencies is highly valued.

A collaborative leadership style that promotes accuracy accountability and team development is preferred.



KNOWLEDGE:


  • Knowledge of State and Federal laws rules regulations and statutes Government Accounting Standards Board (GASB) and IRS and Federal grant requirements.
  • Knowledge of basic accounting business principles budgets and procurement practices and policies.
  • Knowledge of State Personnel Rules and associated federal laws.
  • Knowledge of internal controls over accounting applications.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) as they are applied to government accounting systems.
  • Knowledge of government management including human resources accounting and general management.
  • Knowledge of project management.
  • Knowledge of federal grant application progress reporting and financial reporting.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Finance)
Experience:
1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

Education & ExperienceSubstitution:
4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

    • Employees would only be eligible for one (1) hiring bonus in a 12-month period.
    • If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period they would be required to pay the bonus back.
