Trócaire is an International NGO. We work with local partners in the worlds most at-risk communities and with people in Ireland to tackle the underlying causes of poverty and injustice and respond to the crises they we bring about positive and lasting change for a just ócaire works in up to 20 countries across Africa Asia Latin America and the Middle East. We work towards five goals:

Mobilise the Public on the island of Ireland to achieve Global Justice

Trócaire operates a Global Hub on Partnership & Localisation in Nairobi Kenya. Working across the organisation this technical hub works to deepen Trócaires approaches to and expertise in partnership and localisation while influencing sector-level change through research sharing learning and advocacy. The Hub is the primary driver of the organisational shift toward localisation articulated in Trócaires Strategic Plan (2021-2025) and supports the organisation to deliver on its Partnership & Localisation Strategy (2021-2025).).

The role will report to the Global Director Partnership & Localisation.

The Localisation Advisor contributes to advancing Trócaires partnership and localisation agenda across all four outcome areas of the Partnership and Localisation Strategy: Voice and Influence Capacity Strengthening Quality of Partnership and Funding and Resources. Working across these outcome areas the role supports coherence learning and progress on locally led development across Trócaires work globally. Within this remit the position has three interlinked priorities:

External advocacy and policy engagement on localisation and local leadership.

Strengthening leadership and participation of local and national actors across Trócaires partnerships and networks.

Collaboration with local national and global networks to advance shared learning coordination and advocacy for local leadership.

Key responsibilities

The Advisor will contribute to Trócaires localisation agenda through the following areas of work:

1. External Advocacy and Policy Engagement

Lead and coordinate Trócaires advocacy and policy engagement on localisation and local leadership.

Represent Trócaire in key networks coalitions and policy forums to advance localisation commitments.

Align Trócaires external messaging with partner priorities and facilitate opportunities for partners to lead or co-represent shared advocacy positions.

Collaborate with partner networks and coalitions to strengthen collective action and coordination on locally lead development.

2. Strengthening Partnership and Local leadership

  • Guide Trócaire teams to integrate local leadership and participation throughout programming partnership and advocacy processes.
  • Support internal reflection and adaptation to advance local and national actors leadership.
  • Provide technical input on tools frameworks and learning products related to equitable partnerships and power-sharing.

3. Partner Advisory Group and Network Collaboration

Collaborate with the Partner Advisory Group supporting members to engage meaningfully with the Partnership and Localisation Hub and to provide advice that informs its priorities learning and actions.

Facilitate partner participation in Hub-led learning and reflection processes.

Promote shared learning and peer exchange among networks and partners to enhance coordination and collective advocacy.

4. Research monitoring reporting and learning

  • Support research and analysis related to partnership localisation and locally led development and disseminate findings across Trócaire and with external networks to inform reflection and dialogue.
  • Contribute to internal and external reporting processes including reports to institutional donors and global commitments related to partnership and localisation.

5. Other Duties

Fulfil other duties as may reasonably be required by line management including engaging with wider organisational processes and priorities.

Travel to programme locations including potentially fragile or conflict-affected areas.



Requirements

Essential Requirements

Skills

o Strong analytical and strategic thinking abilities.

o Excellent coordination and facilitation skills across diverse teams.

o Clear and persuasive written and verbal communication.

o Ability to accompany and support local and national actors in strengthening systems leadership and advocacy.

o Skilled in partnership management learning facilitation and collaborative problem-solving.

o Competent in Microsoft Office Salesforce and Box.

o Fluency in English; knowledge of French Spanish or Arabic is an advantage.

Experience

    • Experience in partnership-based and localisation-focused roles within INGOs or civil society.
    • Demonstrated experience leading or facilitating advocacy learning or coordination initiatives on localisation or equitable partnerships.
    • Familiarity with global platform and commitments such as the Grand Bargain Charter for Change and other localisation commitments.
    • Experience documenting and communicating learning for organisational and policy audiences.
    • Experience working with local or national networks on leadership or advocacy.

  • Qualifications
    • Relevant graduate degree (or equivalent in experience).
