Salary Range: $78713 $89060
The Town of Brooklines Department of Planning and Community Development is seeking a Community Preservation Planner to manage the Towns Community Preservation Act (CPA) Program. Working under the direction of the Assistant Director for Regulatory Planning this position plays a key role in coordinating CPA funding cycles administering program finances and supporting the Community Preservation Committee (CPC). The Planner will help ensure that CPA resources are distributed equitably across affordable housing historic preservation open space and recreation priorities in Brookline.
Responsibilities:
- Administers all aspects of the Community Preservation Act (CPA) Program including application development eligibility review and project funding recommendations.
- Prepares and updates the annual Community Preservation Plan soliciting and evaluating stakeholder input to determine funding priorities and community needs.
- Develops and delivers clear reports and presentations for elected officials boards committees and the public regarding CPA recommendations and program outcomes.
- Coordinates and staffs CPC meetings prepares meeting materials and minutes and ensures accurate and transparent recordkeeping.
- Monitors CPA-funded projects to ensure compliance with CPA provisions grant agreements procurement requirements and approved project scopes.
- Manages CPA financial records and budgets including processing invoices tracking expenditures and preparing required annual reports for the Department of Revenue and the Community Preservation Coalition.
- Promotes equity diversity and inclusion in the allocation of CPA resources by engaging with diverse community partners and developing new CPA initiatives as needed.
- Establishes and maintains effective working relationships with community organizations Town departments and the public.
Qualifications:
Bachelors degree in urban planning or business/public administration and two years of experience in community preservation act town planning grant management or related field. Masters degree highly desirable; or any equivalent combination of education training and experience. Valid motor vehicle operators license required.
Candidates should have knowledge of CPA regulations and related fields such as affordable housing open space planning and historic preservation along with strong analytical organizational and communication skills. The position requires the ability to interpret architectural plans evaluate project proposals and work collaboratively with a wide range of stakeholders. Proficiency with Microsoft Office is essential; experience with design or mapping software such as Photoshop Illustrator InDesign or GIS is preferred.
