BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP country offices deliver assistance to beneficiaries through a variety of digital platforms and service
providers. WFP works in partnership with several commercial Financial Service Providers (FSPs)
including banks micro-finance institutions mobile money operators and money transfer agents in
addition to using WFPs own delivery platform SCOPE. One of WFPs corporate objectives is to
increasingly digitize the delivery of both in kind and CBT assistance to achieve greater efficiencies
and provide greater accountability and traceability of assistance delivered. Therefore WFP seeks to
build its corporate capacity to centrally receive store process and analyze digital operational data for
the purpose of promoting accountability controls and efficiencies as part of cash-based transfers and
in-kind assistance. There is also the opportunity to better inform WFPs programme design through
the analysis of digital data emanating from operations.
Several challenges exist in streamlining digital analysis globally including the tasks of receiving and
maintaining amounts of varied and unstructured operational data processing and generating
meaningful analysis of data while ensuring that data privacy and security standards are upheld. The
Cash Data Services within the Programme division plays a crucial role in supporting the
implementation of CBT and in-kind assistance programmes offering end-to-end or standalone data
services to meet corporate identity management and reconciliation standards.
To achieve the objectives outlined above WFP is recruiting a Cash Service Delivery Manager to be
part of the Cash Data Services team established in the Delivery Assurance Services to provide support
to WFPs Cash-based transfers operations globally.

ACCOUNTABILITIES/RESPONSIBILITIES:
Oversee planning and delivery of a portfolio of projects (implementation of data-assurance
solutions for WFP Country Offices). Monitor and report progress to senior management and to
clients. Manage deadlines and client expectations addressing issues with different
stakeholders (internal team external partners senior management clients IT staff etc.)
Coordinate the preparation of assurance service proposals describing the objectives
resources timelines and risks of implementation of data-assurance solutions for WFP Country
Offices. Collect inputs from data analysts data engineers clients and senior management
ensuring the proposal is relevant feasible and in line with the internal standards for assurance
service delivery.
Coordinate the preparation of progress reports for the different workstreams to be shared
with clients. Produce summary statistics to show progress of planned activities issues
milestones and status of key deliverables.
Provide expert advice to field offices on Cash Data Assurance matters and support in the
implementation of assurance solutions remotely or occasionally through on-site missions.
Coordinate with management the allocation of resources to the assigned projects ensuring the
right level of capacity is assigned (data analysts and data engineers).
Collaborate with contracted engineers and internal data analysts to ensure that the
implementation of the requested new features change requests service requests and bugfixes
are prioritized and escalated as needed.
Use feedback received from stakeholders and field staff to continuously improve solution
delivery and client satisfaction.
Perform any other duties as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: A bachelors or masters degree in data science Computer Science or other relevant
field.
Skills &
Knowledge
Minimum of 5 years experience in related work experience.
Experience in managing technology projects involving sensitive data acquisition
processing and reporting is highly desirable.
Experience in defining documenting managing priorities against limited
resources especially in humanitarian settings rectifying issues monitoring
progress tracking KPIs and managing budgets.
Experience in managing contracts with technology vendors defining and
reviewing compliance with SLAs.
Ability to write reports / assessments concisely and make compelling
presentations for approaches to technical and nontechnical audiences.
Experience in creating and disseminating / promoting new products or services
to meet an organizations strategy.
Experience in the humanitarian sector and especially in the field would be
desirable.
Excellent communication skills with ability to engage with senior management
and different types of stakeholders.
Experience in working in a multicultural environment and supervision of team
members.
Languages:
English (fluent). Any other UN languages a plus.
