ATI has a current need for a full-time Electrical Engineer in the Canandaigua NY area. The
Electrical Engineer will be responsible for surveillance of construction projects and delivering findings to our government client.


Duties and Responsibilities of Electrical Engineer



Duties may include but not be limited to the following:

  • Responsible for observation and reporting on assigned projects to government personnel. Implements government corporate decisions/guidance/laws/regulations and policy in the development of the project and intermediate products in support of the project.
  • Oversees construction contract administration and quality assurance activities in accordance with established policies procedures and regulations in particular EPArea/Resident Engineer Management Guide. Analyzes design/construction issues precontract
  • Delivers recommendations to government personnel regarding compliance with contract provisions and environmental requirements and exercises engineering judgment to assist in the development of solutions between conflicting plan details or requirements which become evident as construction progresses. Obtains and incorporates the recommendations of the Designer-of-Record (DoR) VAs Construction and Facilities Management (CFM) and USACE Medical Center of Expertise (Mx) into the recommended solutions.
  • Delivers opinion to government personnel as related to schedule items being reasonable consistent and proportionately balanced with percentages accurately represented for each corresponding work feature or component of work. Informs government personnel on progress percentages as they relate to an approximately uniform or balanced monetary payment and that work involved accurately represents the monetary proportional amount of the contract in coordination with the Governments Onsite Quality Assurance Reviews monthly schedule updates and provides comments within 5 working days of receipt.
  • Reviews submittals for compliance with the contract. Enters recommended approval code and any necessary remarks into Distribute submittals to proper reviewers as needed and sets deadlines for submittal reviewers. Ensures that review of submittals is completed 2 working days prior to required review dates and provided to the Resident Office ACO/COR for approval.
  • Prepares correspondence for the Resident Office ACO/CORs
  • Provides field surveillance and delivers daily detailed reports covering all pertinent factors affecting cost and engineering considerations.
  • Delivers quality assurance reports for assigned projects to government personnel in the Resident Management System (RMS). Assists government in the preparation of modification scopes of work for changes to include drawings and specifications.
  • Assists government in the preparation of cost estimates and recommends objectives for government personnel to pursue on contractor proposals.
  • Prepares Technical Cost and Price Analyses of proposals for modifications Requests-for-Equitable Adjustments and Claims.
  • Will be a resource in negotiations to reach a fair and reasonable settlement of contract time extensions and/or cost increase/decrease.
  • Assists with the preparation of the agendas for pre-construction Attends pre-construction conferences and presents topics as assigned by the Resident Office ACO/COR. Assists with the preparation of pre-construction conference minutes.


Required Qualifications for a Construction Representative

  • The Electrical Engineer shall demonstrate a minimum of 5 years of experience in construction contract administration performing responsibilities as noted above.
  • Bachelors degree (or higher) in electrical engineering
  • Professional Engineer License
  • Understanding of US Army Corps of Engineers regulations processes and guidelines.
  • Relevant Medical Center/Facility Construction Management Experience preferred
  • The following are a list of specialized skills or codes which may be required:
    • Life Safety Code (NFPA 101)
    • National Electric Code (NFPA 70)
    • Plumbing (IPC)
    • Fire Protection Systems (NFPA 13 & 72)
    • HVAC/TAB (ASHRAE/AABC/NEBB)
    • Building Commissioning
    • Communications & Security
    • Transport/Equipment (Lifts Elevators Transport Systems Pneumatic Tube Food Service)
    • Welding Inspection
    • Painting and Metalizing Inspection
  • Excellent verbal and written communication skills and a high level of professionalism.
  • US citizenship and the ability to obtain a clearance in a timely manner.
  • Current OSHA 30 and experience with EM(USACE Safety and Health Requirements Manual) are a plus.

Pay Range: $140000 - $155000 /year depending on experience

Location: Canandaigua NY

Working Hours: Normal Work Hours Monday Friday (anticipate 40 per week).
