Job Summary

We are seeking a visionary Head of PPP Strategy & Development to lead the identification structuring and execution of Public-Private Partnership (PPP) projects in the rail transport sector. Based in Jeddah Saudi Arabia you will drive strategic initiatives from opportunity identification to financial close ensuring successful delivery of world-class infrastructure projects.

What Youll Do:

Lead Market Analysis: Identify and evaluate PPP opportunities in rail transport across the region.
Drive Financial Structuring: Build advanced Project Finance models and assess feasibility.
Manage Bids & Negotiations: Oversee proposal development and negotiate complex contracts with public entities partners and lenders.
Risk & Stakeholder Management: Develop risk mitigation strategies and maintain strong relationships with governments investors and consortium partners.

What Were Looking For:

Experience: 810 years in PPP lifecycle management within infrastructure investment banking or consulting.
Expertise: Advanced financial modeling PPP legal structuring and negotiation skills.
Education: Degree in Engineering Economics Business or Law; MBA or specialized Masters preferred.
Languages: Fluent English (C1); Arabic and Spanish are a plus.
