Position Overview

This position is accountable for the planning directing and controlling of activities within the PreliminaryEngineering Section of the Bureau of Design and Environment (BDE).

Essential Functions

Directs the development of policies and securement of all agreements with consultant engineeringfirms utilities railroads and other state agencies.
Coordinates the design and approval of pump stations and highway lighting.
Ensures that consultant engineering firms are properly pre-qualified and evaluated solicitations andnegotiations are concluded promptly and claims are resolved fairly.
Organizes and staffs the Preliminary Engineering Section including the training and developmentof personnel to ensure the efficient performance of accountabilities.
Administers and enforces all department safety policies and codes.
Performs duties in compliance with departmental safety rules. Performs all duties in a mannerconducive to the fair and equitable treatment of all employees.
Performs other duties as assigned.

Minimum Qualifications

Current registration as a Licensed Professional Engineer in the state of Illinois.
Ten years of experience in civil engineering including six years of supervising staff and managing engineering functions.

Preferred Qualifications

Familiarity with administering consultant agreements.
Working knowledge of engineering related procurement procedures.
Strong oral and written communication skills.

Conditions of Employment

Valid drivers license.
Occasional statewide and out-of-state travel with overnight stays.
Successful completion of a background screening.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
