Position Overview

The Office of Contract Administration is seeking to hire a position to serve as Grants Funds Recovery Coordinator. This position assists with desk reviews of Audited Financial Statements and Consolidated Yearend Financial Reports (CYEFRs); performs analysis and review of annual Grant Closeout Reports submitted by IDHS grantees to the department and the collection and processing of vendor Service Organization Controls (SOC) Reports; assists the Bureaus Data Analysis and Cost Reporting staff with annual IDHS financial reporting requirement analysis; serves as a working supervisor to subordinate staff; reviews existing policies and procedures guidelines and forms related to desk reviews and Grant Funds Recoveries on an on-going basis; performs a variety of technical functions of a highly specialized nature related to the development analysis and revision of procedures methods of operation and processing of Audits CYEFRs SOC Reports and Grant Closeout reviews to ensure that provider grants adhere to Federal and State regulations and policies.

Essential Functions

  • Serves as Grants Funds Recovery Coordinator.
  • Serves as a working supervisor.
  • Assists in the coordination and processing of the Grant Funds Recovery & Service Organization Controls (SOC) Report review processes.
  • Conducts special research data collection and analysis in response to inquiries from the Supervisor Bureau Chief Office of Contract Administration (OCA) Director or other sources. Prepares reports and correspondence.
  • Analyzes and determines the specific forms and/or reports necessary to proceed with Audit & CYEFR desk reviews.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization OR completion of an agency approved professional management training program.

Preferred Qualifications

  • Two (2) years of professional experience working with principles of government accounting public or private accounting systems and policies and procedures relative to contract development as well as Federal and State regulations and policies.
  • Two (2) years of professional experience reviewing grant agreements for a public or private organization.
  • Two (2) years of professional experience conducting research data collection analysis and preparing reports and correspondence for a public or private organization.
  • Two (2) years of professional experience reviewing policies and procedures and making recommendations for revisions.
  • Two (2) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking prioritizing and tracking the process of numerous grants simultaneously.

Work Hours:8:30am-5:00pm Monday - Friday; 1 hour unpaid lunch.
