Job Details:
The Director of Capital Planning and Budget reports to the Chief Facilities Officer of the University of Wisconsin -Whitewater. This position provides analytical strategic and technical leadership in the planning development protection and utilization ofcampus facilities and infrastructure.
Campus liaison with related UW System administration State of Wisconsin Division of Facilities Development and other State offices and agencies affecting campus facilities.
Develops administrative procedures and program management for capital planning and budget.
Leads the development maintenance and implementation of capital projects defined in the biennial capital budget.
Communicate coordinate and partner with campus leadership governance groups Facilities Planning and Management personnel and applicable campus departments about all agency major minor and internal projects as they may affect them or as interests may appear.
Responsible for leadership mentorship and support of Campus Planning staff. Ensure positive and effective interactions with internal and external stakeholders including departments and campus governance committees. Coordinate staff projects and workload.
General oversight and direction of all major campus building projects including programming funding budgeting architectural firm selection coordinating with UW-System Administration Division of Facilities Development and UWW departments as needed. Institutional representative for complex capital projects.
Coordinate 6- year academic and facility plan for biennial request. Keep the facility plan current and adjust as appropriate based on the changing environment at UWW the community and higher education. Strategize and communicate long term facility plans with key stakeholders.
Provides leadership in long-range planning biennial capital budget and capital plan preparation.

Well-qualified candidates can expect a starting annual salary within a range of $95000 $105000.

Bachelors degree in Engineering Architecture Urban Planning or related or equivalent work experience
Evidence of knowledge of methods practices and procedures of planning design and construction management
Minimum of 10 years of project management experience (financial planning project development facilities administration and budget management)
Minimum of 2 years master planning experience (long-range development planning programming and space planning)
Masters degree in Business Administration Engineering Architecture Urban Planning or related
Experience in a public agency or higher education setting
Exceptional communication skills interpersonal skills diplomacy and the ability to effectively interact and build trusted relationships with diverse internal and external constituencies
Ability to interact respectfully with people with diverse socioeconomic cultural and ethnic backgrounds
Willingness and ability to be an active participant in following applicable safety rules and regulations including necessary training and drills
