Founded in 1980 Urban Resource Institute (URI) is the nations largest provider of domestic violence shelter services and a leader in supporting homeless families. Operating 24 shelters across New York City URI provides 3700 beds nightly in purpose-built shelters that offer trauma-informed services including counseling childcare case management and more. URIs Justice Initiatives extend support beyond shelter offering programs in economic empowerment legal advocacy youth prevention and abusive partner intervention. URI also develops permanent affordable housing as part of its long-term commitment to safety stability and healing.

POSITION OVERVIEW
The Senior Director of Program Systems and Impact leads the design implementation and evaluation of Urban Resource Institutes programs and impact measurement systems. This role oversees a talented impact team and manages URIs standardization projects and case management systemensuring service quality data integrity and the effective use of insights to advance the organizations Theory of Change.
MAJOR DUTIES AND RESPONSIBILITIES
Program Systems Administration and Management
- Co-lead in partnership with IT and program leadership enhancements to Apricotthe agencys cloud-based case management systemto optimize functionality and workflows improve efficiency ensure data integrity support continued program expansion and strengthen impact measurement across the Division.
- Ensure alignment between technology tools reporting systems standardization initiatives and organizational impact objectives.
- Leverage insights from data systems to inform strategic planning and continuous quality improvement efforts.
Program Evaluation & Impact Assessment
- Lead a team in designing and implementing evaluation frameworks that measure progress toward URIs Theory of Change and drive data-informed decision-making across the organization.
- Lead standardization of case management housing and discharge processes with the support of a cross-functional team implementing system improvements that streamline workflows and strengthen trauma-informed service delivery.
- Provide strategic oversight for internal evaluations funder reporting and performance monitoring.
- Support the development and refinement of performance metrics and outcome indicators across all programs to ensure consistency and comparability of results.
- Partner with our Justice Initiatives Department to drive collective impact aligning organizations and resources to achieve measurable community outcomes and shared learning.
- Work closely with team including Director of Impact and Impact Analysts to ensure effective project management prioritization and role clarity across evaluation and reporting functions.
Data Quality Analysis & Reporting
- Oversee data quality assurance processes ensuring accuracy completeness and timeliness of program data in alignment with compliance and performance standards.
- Oversee the development of dashboards reports and visualizations to track key performance indicators (KPIs) and communicate progress toward organizational goals.
- Collaborate with program staff to refine data collection procedures and integrate data-driven decision-making into daily operations.
- Contribute to thought leadership manuscript development and external communications highlighting the impact of our work and strengthening URIs position as a leader in evidence-informed practice.
Leadership & Supervision
- Supervise and mentor the Director of Impact and two Impact Analysts.
- Promote professional development and capacity building within the Impact Team to cultivate a culture of learning collaboration and excellence.
- Establish clear performance expectations and development plans that promote skill growth professional advancement and shared accountability.
- Foster a collaborative team environment where staff feel supported valued and connected to URIs mission and Theory of Change.
- Provide regular feedback one-on-one coaching and opportunities for learning to enhance the teams capacity in data analysis evaluation design and systems management.
- Model inclusive leadership that recognizes individual strengths and encourages innovation and initiative.
- Foster cross-departmental partnerships to enhance integration between program operations and impact systems.
SPECIFICATIONS FOR EDUCATION/CERTIFICATIONS/LICENSES
- Masters degree in Public Administration Social Work Data Analytics Evaluation or a related field (or equivalent experience).
REQUIRED SKILLS AND EXPERIENCE
- Minimum of 57 years of experience in program evaluation impact measurement or data systems management.
- Minimum of 3 years of experience leading and supervising a team.
- Proven experience managing complex data systems (preferably Apricot or similar platforms).
- Strong analytical skills and proficiency in data visualization reporting and statistical analysis.
- Demonstrated ability to translate data into insights for strategic decision-making and program improvement.
- Experience leading impact teams and collaborating across departments.
- Excellent communication facilitation and project management skills.
