This position is eligible for a hybrid workplace which is partly remote (work from home or travel to other facilities) and partly in office at our Headquarters location in Colorado Springs.

Description of Job


This HYBRIDposition provides leadership for departmental mental health programs and services. Establishes standard of care regarding professional assessment and treatment services to offenders and supervises the development of clinical training for all mental health professional services. Participates in clinical supervision of all facility mental health supervisors. This position has the clinical review authority and ensures appropriate placement of offenders in Residential Treatment Program beds.


Responsibilities include but are not limited to:
  • Direct clinical mental health services for CDOC; write review and revise polices and procedures guiding the provision of mental health services;
  • Participate in the selection of mental health supervisors; assure compliance with clinical standards and procedures;
  • Provide clinical guidance for the identification treatment and continuity of care for offenders with mental illness which includes the management of Residential Treatment Program beds (SCCF CCF DWCF DOC infirmaries Intellectual and Developmental Needs Programs and CMHIP);
  • Provide clinical supervision and direction evaluate professional performance and participate in personnel actions related to professional practice as requested;
  • Researches practices policies and procedures of other established community or national organizations and correctional institutions or agencies to determine best practices for clinical services.
  • Functions as a member of the management teamto developpolicyformulate strategic plans for improving the overall functioning of the operations of clinical units;
  • Identifies opportunities for improvement and problem resolution in the delivery of health care services statewide;
  • Evaluates and analyzes local initiatives to determine appropriateness of systemic application;
  • Participates in the development of training programs for staff and ensures implementation of these programs;
  • Assists in developing position descriptions and performance objectives for specific clinical classifications to ensure consistency of practice statewide;
  • Participates in strategic planning sessions for the delivery of health care services within the clinics.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications:

  • Applicant must have ten (10) years of experience managing a multidisciplinary health care program that provided clinical andbehavioral health services establishing operational or programmatic goals and objectives.
Special Qualifications:
  • Applicant must possess a valid active license from the State of Colorado as a Licensed Professional Counselor Licensed Clinical Social Worker Licensed Psychologist or Licensed Marriage and Family Therapist.
  • AND
  • Applicant must have a minimum of five (5)* years of licensed or license candidacy experience with current valid licensure from the State of Colorado to include Licensed Social Worker (LSW) Licensed Professional Counselor Candidate (LPCC) Licensed Clinical Social Worker Candidate (SWC) or Licensed Marriage and Family Therapist Candidate and experience must be with the mental health and/or sex offender population. Three (3)* of the five years must be in a supervisory role making decisions which affect the pay status and tenure of subordinate staff. * This experience will count towards the ten year requirement listed above.

Substitutions:
  • A combination of education in the healthcare field of study and experience in the healthcare field will substitute for the experience requirement on a year-for-year basis.
  • A masters or doctorate degree from an accredited college or university in the healthcare field of study may be substituted for the required experience on a year-for-year. You must attach a copy of your transcripts that contain the name of the accredited institution type of degree received date the degree was awarded and your name.
  • There is no substitution for the license requirement listed above in the Special Qualifications.

Preferred Qualifications:
  1. Three years of experience supervising professional medical and behavioral health staff such as nurses physicians and mental health counselors. Supervisory experience is exercising span and control over subordinate staff to include coaching mentoring daily monitoring performance management (planning reviewing and evaluating) resolving complaints/grievances at the informal level responsibility for scheduling and leave approval and providing input that could affect pay status or tenure;
  2. Experience managing a multi-disciplinary health care program that provided medical mental health drug & alcohol and sex offender treatment services;
  3. Experience managing a multi-disciplinary health care program within a correctional organization.
