JOB TITLE: Special Advisor

TYPE OF CONTRACT: WAE Consultant level III

UNIT/DIVISION: TEC Division

DUTY STATION (City Country): Headquarters Rome

DURATION: 3 months (max number of working days tbc)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

TECA is the Digital Architecture Branch of the Technology Division. The responsibility of the Digital Architecture team spans over multiple areas from business to technology Architecture (application data infrastructure and security) along with IT standards architectural principle guidance and governance. The purpose of this assignment is to provide specialized advisory support and ensure a comprehensive handover and transfer of knowledge to the new Chief TECA. The Consultant will be working under the direct supervision of the CIO & Director TEC.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Provide guidance and background on the development and implementation of divisional strategies policies and plans aligned with departmental WFP and wider UN strategies policies and processes to support HQ and field operations to meet the mandate of WFP;
  • Provide technical expertise and guidance regarding on-going projects specifically: 1) The 5 Year Costed Investment Plan where TECA will assist and define the reference platform and solutions that will drive the digital transformation of WFP system landscape and integrated/interoperable architecture.2) ERP Upgrade: TEC recently launched the modernization and migration of the corporate ERP platform which is a critical component of the target architecture. 3) Payroll Optimization: a corporate project requiring extensive knowledge and specialised expertise for the preparation of the Scope of Work (SoW) and the selection of the most suitable consulting and architecture advisory service provider to ensure successful implementation of this critical initiative.
  • Share all relevant historical knowledge to ensure business continuity;
  • Other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

Timely handover and transfer of knowledge to guarantee business continuity and limit any business disruption within TECA.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Economics International Development Social Sciences or other relevant field or First University degree with additional relevant experience and/or advanced training/courses

Experience:

Typically eleven years or more (of which four international) of postgraduate progressively responsible experience in a relevant field of work with a background and interest in international humanitarian development

Knowledge & Skills:

Broad knowledge of diverse humanitarian assistance and development practices with a particular area of technical expertise. Broad commercial understanding with the ability to leverage external partnerships to optimize resources for WFP. High calibre negotiation and motivational skills with the ability to influence at senior levels within and beyond the organisation. Ability to assimilate and analyze complex issues using independent judgement and anticipate potential strategic impact. Broad understanding of business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems. Experience partnering with third-party Vendors and System Integrators. Sound technical knowledge of WFP corporate systems.

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or Portuguese (a WFP working language) is desirable.
