The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the city receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices Family Preservation and Family Services Unit Emergency Childrens Services (ECS) and the Office of Special Investigations (OSI).
The Project Management and Data Innovation (PMDI) Unit serves as the Division of Child Protections internal unit with a mission of providing wraparound supports to the boroughs/programs by streamlining the effectiveness and efficiency of DCP objectives and initiatives. This includes infusing data to inform practice enhancing overall quality of safety & risk assessments and improving the caliber-of-service delivery to children and families. PMDI is seeking a Staff Analyst Level 2/Data Innovation Specialist who will report directly to the Executive Director of Research Strategy and Data Innovation and will carry out various duties including but not limited to:
- Collect and analyze statistical quantitative data by using standard data collection and statistical techniques to produce summary descriptive/projective results appropriate for Agency decision-making
- Ensure data collection and analysis follow acceptable methodology and results are derived by appropriate mathematical/statistical techniques
- Prepare reports surveys studies on request by researching materials and composing responses using appropriate forms/procedures to provide requested information
- Ensure reports are accurate clear and complete and completed within prescribed deadlines. Research is thorough and appropriate
- Utilize digital tools and platforms to project manage analyze and visualize insights and manage engagements with stakeholder groups including but not limited to using Airtable FIGMA Miro InDesign and Google and Microsoft suites of tools
- Use data analysis and visualization methods and platforms including Excel Tableau Power BI to empower people and teams to understand data identify problems develop data-driven solutions and measure outcomes
- Prepare and implement detailed project plans by identifying milestones; scheduling tasks and due dates to ensure efficient monitoring of the project
- Assist in drafting and editing policy and procedure manuals and other instructional guides by using information gathered from governmental regulations and management policy decisions
- Conduct background research following Agency format to standardize work activity in compliance with laws regulations and policies
- Design and construct forms/layouts/charts/graphs/other visual aids by using standard graphic techniques computer assisted graphics and tools to present information in visual form
Preferred Skills
- Strong skills in Microsoft Office (including Word Excel and PowerPoint)
- Strength using Excel for quantitative analysis is beneficial
- Excellent verbal and written communication skills
- Strong analytical and project management skills and able to meet deadlines under time constraints and manage multiple competing priorities
- Excellent interpersonal skills with proven ability to work collaboratively and effectively interact with all levels of an organization.

Qualifications :
A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in 2 above.
A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in 2 above.
A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
