The Ministry is seeking the services of one (1) Senior Business Analyst Level 3 to work as part of the Project Management & Program Delivery project team in collaboration with the core project team solution delivery vendor(s) and other stakeholders as required.

Experience and Skill Set Requirements: Must Haves: Azure Devops Agile and Scrum Methodology Significant experience gathering Business Requirements for IT Systems and complex digital solutions. Skill Set Requirements: Technical Skills: Significant experience gathering Business Requirements for IT Systems and complex digital solutions. Knowledge and experience working in Agile and Scrum Environment. Ability to delivery on a product with a balanced team (product owner user experience designers developers) utilizing Agile (SCRUM) delivery methodologies. Scrum master experience is preferred. Basic Knowledge in Microsoft Azure cloud platform Knowledge of online collaboration tools such as MIRO Atlassian Confluence and Trello Microsoft Office 365 Google Drive Zoom Slack and Microsoft Teams Knowledge of Backlog Management tools such as JIRA Azure DevOps Pivotal Tracker Familiar with how to design information architectures and taxonomies and how they relate to navigational design elements. Knowledge and experience in current web usability and accessibility standards ( 2.0 WCAG 2.1 Level A & AA) and best practices. Relationship Management: Can work effectively independently and in a team environment. Strong communication interpersonal collaboration and negotiation skills to work seamlessly in an agile cross-functional team with clients solution delivery vendor(s) and other stakeholders. Able to build strong and trusting relationships while liaising effectively with internal and external stakeholders and solution delivery vendor(s). Strong leadership skills to provide advice and guidance on all aspects of user experience and design assessing user characteristics needs goals and opportunities. Communication Skills: Strong interpersonal and negotiation skills Strong presentation verbal and written communication skills Ability to facilitate workshops and meetings clearly and effectively to gather business requirements from stakeholders Ability to translate technical requirements into clear concise artefacts (e.g. user stories business requirement documents) for development Analytical and Problem-Solving Skills: Ability to break down complex business problems into manageable components Applies structured thinking and data analysis to evaluate options and recommend effective solutions Ability to apply critical thinking to assess the impact of proposed changes on business processes systems and user experience. Synthesizes information from multiple sources (e.g. user feedback system data stakeholder input) to inform product decisions. Identifies gaps risks and dependencies in business requirements and proactively proposes mitigation strategies. Translates ambiguous or high-level business needs into clear actionable requirements and use cases. Collaborates with cross-functional teams to troubleshoot issues and iterate on solutions during the product lifecycle. Demonstrates sound judgment in prioritizing competing demands and resolving conflicts between stakeholder needs.
