Job Summary

Introduction

The Maryland Department of Commerce is seekingqualified applicants for the position of Senior Finance Specialist in its Officeof Finance Programs & Incentives within its Division of Business Attraction& Special Projects.

This is a Special Appointment position and serves at the pleasure of the Appointing Authority.

LOCATION OF POSITION

The World Trade Center - 401 East Pratt Street Baltimore Maryland 21202

Main Purpose of Job

The main purpose of the position is to deliver finance program assistance to customers in support of the Departments mission and priorities by assisting Maryland businesses to grow their business and create new jobs.

POSITION DUTIES

This position will beanalyzing prospects related projects and other relevant information todetermine appropriate tax and financial incentives and structure; prepareappropriate analysis and summary of transactions to appropriate authority forapproval; coordinate the documentation closing and funding of the approvedincentive transaction; and assist with ongoing follow-up of the transaction ifrequired. This position is also responsible for customer contactand interaction after the initial meeting to obtain necessary projectinformation to recommend the level and structure of the proposed incentives;and negotiate the level and structure of the incentives with the prospectivecustomer after managements approval.

The selected candidatemust possess excellent interpersonal written andoral communicationskills; ability to handle multiple concurrent and high priority projects;organized and able to effectively present information and justify changes in atimely manner. Experience in analyzing various financial statementsprojections and collateral; able to work with high level public and privatesector officials and maintain effective working relationships; experience withthe state Financial Management Information System (FMIS); Proficiency withMicrosoft Office Google or other relevant software is required.


MINIMUM QUALIFICATIONS

Education: Bachelors degree from an accredited college or university inFinance Business Accounting Economics or related field
AND
Experience: Six (6) yearsof recent administrative/professional experience one of which must be ineconomic development with four (4) years of commercial bank lendingunderwriting credit analysis loan documentation collateral evaluation.

may substitute the possession of a Mastersdegree from an accredited college or universityfor two years oftherequiredexperience.

2. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer involving staff work related tothe administration of rules regulations policy procedures and processes oroverseeing or coordinating unit operations or functioning as a staff assistantto a higher ranking commissioned officer on a year-for-year basis for therequired experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

1. Advanced degree in finance business management accounting or related field.

2. Experience with administering loan programs for active portfolios.

3. Knowledgeof and experience in state government financial laws regulations and policies .

4. Proven ability to assess riskand determine if investment is appropriate.

5. Proficiency with Microsoft Office Google Suite or other relevant software.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Some Statewide travel isrequired.

Employees in this position maybe assigned duties which require the operation of a motor vehicle. Employeeassigned such duties will be required to possess a drivers license valid inthe State of Maryland.
