Six years of full-time work experience in any field plus five years of experience in information technology project management business analysis or administrative services; OR
An associates degree in information technology plus five years of experience in information technology project management business analysis or administrative services; OR

A bachelors degree with twenty-four semester hours in an information technology computer science engineering mathematics or business analytics field plus four years of experience in information technology project management business analysis or administrative services; OR

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion provided the appointment is made from a Certificate of Eligibles.

Job Duties:
Identifies and implements process improvements contributing to the overall efficiency of AppDM Health operations. Analyzes existing workflows develops new procedures and documents these changes to ensure compliance and facilitate training. Provides expert assistance to state agencies and departments in the resolution of mission critical business and/or technical problems. Initiates and promotes reporting solutions to agency leadership. Directs/assists in the preparation of highly complex specialized reports. Participates in enhancement/defect design review committees and Quality Assurance teams for mission critical projects to ensure best practices and standard operating procedures are maintained. Facilitates collaborative application design focusing on the sharing of data across OTS-developed statewide and agency specific systems. Directs the analysis of requested changes and enhancements to complex integrated statewide systems.
Manages and resolves complex issues demanding advanced problem-solving skills and the ability to navigate challenging situations effectively. Facilitates collaboration across multiple OTS divisions LDH departments and stakeholders further emphasizing the complexity involved. Responsible for escalation and resolution for complex issues across all agencies the AppDM Health cluster supports. Identifies researches and assists in resolving issues resulting from data exchange processes for mission critical programs; coordinates and consults with other IT professionals and agency stakeholders. Provides advice assistance and guidance to other IT professionals in area of expertise. Leads cross-agency user steering committee to address issues and gather feedback for enhancements of statewide scope. Reviews latest enhancements released for the statewide system platform assesses value to the user community and determines viability of incorporation in conjunction with application developers. Provides recommendations as to a proposed timeline of implementation and may coordinate related user training.
Participates in the requisition and selection of new staff. Mentors and trains new staff to uphold OTS standards. Assists in cross training other IT professionals by providing guidance and knowledge transfer in area of expertise. Submits staff access requests in order to maintain security and efficiency within AppDM Health operations.
Assists in the preparation of AppDM Health strategic plans operational plans and performance indicators; makes recommendations for long-range system plans. Prepares business requirements for professional service contracts with vendors to support enhance or maintain mission critical statewide system software. Reviews and evaluates the potential impact of new and emerging technologies on mission critical projects and/or systems; this may include providing recommendations on software products tools and training courses as well as developing specifications for RFPs and negotiating with vendors as needed. Evaluates the impact of new legislation rules regulations and policies on the organization and statewide systems. Maintains a satisfactory audit posture by ensuring specifications are clearly defined and associated testing is properly documented. When necessary provides recommendations to improve compliance.
Performs all other tasks special projects analysis studies and plans as directed.
