ABOUT WFP

BACKGROUND AND PURPOSE OF THE ASSIGNMENT
WFP evaluations assess the performance and results of its policies strategies programmes and activities to support accountability and learning and to inform future direction. The evaluation function is embedded in WFPs culture to promote evidence-based decision-making and strengthen its contribution to ending global hunger. It operates through a model of centralized and decentralized evaluations as well as impact evaluations requiring strong integration across the organization.

The Evaluation Volunteer Assistant will support the Regional Evaluation Officer and collaborate with APARO OEV and country offices to implement the WFP Evaluation Policy (2022) and the Regional Evaluation Strategy (). The role includes clerical support for data and knowledge management dissemination of evaluation products and assistance with decentralized evaluations in line with WFP Decentralized Evaluation Guidance (DEQAS).

DUTY AND RESPONSIBILITIES

• Support evaluations commissioned by the organization;
• Assist Regional Evaluation Officer who support Country Offices in scoping designing and managing meaningful decentralized evaluations (DEs) as described in WFP Decentralized Evaluation Quality Assurance System (DEQAS): the planning stage of evaluations by contributing towards the development of evaluation terms of reference the selection of the evaluation team and establishment of reference groups through clerical and administrative tasks;
• Assist data entry for information management systems data processing and analysis relevant to the evaluations;
• Track and maintain the status of evaluation evidence and products in the region including the stock taking of existing and on-going evaluations;
• Support the dissemination and use of evaluation results;
• Provide support in disseminating lessons learned recommendations programmatic evidence and knowledge derived from the evaluations;
• Assist with organizing coordinating and monitoring and evaluation missions and events;
• Assist Regional Evaluation Officer staff and partners capacity strengthening and learning activities as requested;
• Other ad-hoc tasks related to the evaluation its process and products as required.

EXPECTED OUTCOMES

• Assistance to the Regional Evaluation Officer who is supporting quality decentralized evaluation products including TORs inception reports and evaluation reports have been provided in a timely manner following the DEQAS process and standard.
• Provision of assistance to colleagues in Country Offices in the region are adequately supported in terms of evaluation and evaluation-related activities.
• The status of the evaluation and related evidence have been tracked and the related database is updated.
• Contributed to the dissemination and use of evaluation evidence and products.
• Contributed to staff and partners evaluation capacity building and organizational learning culture.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in one of the following fields: social sciences statistics development economics performance management monitoring and evaluation; or First University degree with additional years of relevant work experience and/or training/courses.

Experience: One to three years of relevant professional experience in evaluation in development and/humanitarian international cooperation including field experience is desirable.

Knowledge & Skills:

- Strong grasp of Monitoring and Evaluation policies and fundamental concepts of related disciplines;
- Training or certification in monitoring and evaluation (e.g. IPDET CLEAR etc.) or equivalent qualification is an advantage;
- Experience in data collection data analysis and data management is desirable;
- Good knowledge of the UN system and functioning of key international donors in post-crisis and crisis settings is desirable;
- Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
- Excellent oral and written skills; excellent drafting formulation reporting skills;
- Solid overall computer literacy including proficiency in various MS Office applications (Excel Word etc.) and email/internet; familiarity with database management; and office technology equipment;
- Keen interest to improve as a professionally competent evaluator within the framework of national evaluation capacity of the country.
- Basic knowledge of programme design implementation and operational challenges in food and nutrition security.
