Job Description:

The IV&V Lead is responsible for overseeing Independent Verification and Validation (IV&V) support for the NOAA NESDIS Office of Common Services (OCS) and the NOAA Common Cloud Framework (NCCF). This role provides independent technical oversight of enterprise systems mission requirements and software development activities to ensure compliance with NESDIS standards and mission objectives. The IV&V Lead collaborates with Systems Engineering Integration & Test teams stakeholders and development contractors to ensure early and continuous verification of system quality and readiness. Key responsibilities include directing auditing inspection and sample testing activities across multiple Agile Release Trains (ARTs) to maintain high quality reliability and alignment with Agile/SAFe and systems engineering practices.

Specific Duties

  • Lead IV&V operations across multiple Agile Release Trains (ARTs) within the NCCF environment.
  • Oversee and coordinate the Auditing Inspection and Sample Testing (A&I/ST) of software development activities.
  • Ensure the independence and integrity of IV&V processes providing objective evaluation of development outputs.
  • Develop and refine methodologies to assess both process and deliverable quality.
  • Collaborate with system engineering development and program management teams to ensure consistent standards of performance.
  • Define team goals assign tasks and monitor performance to meet productivity and quality objectives.
  • Prepare and present reports findings and recommendations to NOAA and NESDIS leadership.
  • Drive continuous improvement and automation of IV&V workflows and processes.

Requirements
  • Bachelors Degree in Computer Science or Engineering
  • 10 years of experience in an engineering environment involving development of complex IT or high- technology systems.
  • Hands-on experience in software development and testing including workflow and process automation.
  • Proven leadership managing small to mid-sized engineering or development teams.
  • Experience with SAFe/Agile Methodology (desired).
  • Proficiency in Jira or equivalent Agile lifecycle management tools (desired).

  • Experience with AWS cloud technologies.
  • Strong presentation skills with the ability to brief senior management and large audiences.
  • Knowledge of Linux and Windows systems administration.
  • Proficiency in programming/scripting languages such as Python Java and shell scripting.
  • Knowledge of environmental satellite systems (desired).
  • Experience working with or supporting NOAA programs (highly desired).
