Job Summary:

Position Summary:
The Deputy Assistant Director (DAD) Tax Data Management oversees and evaluates the technical and program operations productivity staff resources budget and strategic goals for the Tax Data Management District.

Supervision:
This position has 3 to 4 supervisory direct reports who oversee a team of 15 to 20 team members.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Leadership

Working in partnership with the Executive Leadership Team develops the strategic direction and implementation plan for the Tax Data Management/Processing to align with enterprise objectives and to drive organizational value. Partners with Deputy Director Assistant Director and other Division DADs in creating operational objectives relevant to their Division/ Districts/Offices.

With a focus on leadership mission vision culture strategy best practices and continuous improvement strong technical experience and performs the following:

  • Leads and directs the planning design scoping functional analysis development implementation and support of the Tax Data
    • Management/Processing including:
    • Business Intelligence & Analytics
    • Account Validation and Testing
    • Data Governance Management and Security Standards
  • Ensures that technical quality standards are enforced throughout Tax Data Management above mentioned programs and any other priorities proposed by ADOR Director or designee.
  • Ensures compliance with all federal state local and other applicable regulatory and/or program requirements to include audit readiness i.e. IRS Pub 1075 etc.
  • Leads and directs the Districts resource planning and allocation for optimal capacity utilization and performance.
    Works collaboratively with other Divisions and Districts to ensure organizational alignment
  • Has budget finance and procurement responsibilities including engaging with Financial Services to ensure unit/district/division is complying with the State of Arizona Accounting Manual policies e.g. ensuring invoices are paid in a timely manner per A.R.S. 35-342.


Talent Management
In collaboration with executive leadership and Talent develops and executes a plan for retaining and developing talent to meet current and future business objectives

Supervisory
Carries out supervisory responsibilities in accordance with ADORs core values agency policies applicable standard work and applicable laws.

Functional/Operational
Carries out the following duties personally and through subordinate staff

Maintains oversight over all data in agency tax systems; ensures taxpayer accounts are correct and in balance; prepares existing tax data for tax system replacement; tests new functionality and enhancements for the agencys tax systems; supports the development of business intelligence capabilities and provides governance of agency data.

Agency/Department Compliance & Continuous Improvement

  • Remains current on all laws regulations policies and best practices related to taxation through regular engagement.
  • Actively contributes to team and individual effectiveness through the following:
  • Regularly attends and leads (as applicable) staff meetings and huddles within the District
  • Completes all required training in a timely manner
  • Prepares for and actively participates in 1:1 coaching with the Assistant Director
  • Directs leads and manages the development implementation maintenance and evaluation of continuous improvement principles and projects to maximize work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement and engages in continuous improvement efforts as assigned
  • Actively contributes to problem solving efforts and activities within the agency and ensures that the District mirrors the agencys overall strategic direction
  • Strong emphasis in technical support to subordinate staff in the following areas Development of BI Reports Dashboards ETL Data Governance (Quality Integrity and Compliance)

Projects Engagement
Engages as project leader project business lead and SMEs as applicable to ensure the successful execution of all mandated and non mandated projects.

Knowledge Skills & Abilities (KSAs):

Requirements

Education & Experience

  • Any combination that meets the knowledge skills and abilities (KSA); typical ways KSAs are obtained may include but are not limited to: a relevant degree from an accredited college or university such as a Bachelors Degree (e.g. B.A) training coursework and work experience relevant to the assignment.
  • Minimum of eight (8) years related experience as a hands on Business Intelligence Developer or related technical field
  • Minimum of two (2) years in a technical leadership capacity

Knowledge/Understanding

  • Knowledge of Federal State and Local tax statutes regulations and procedures
  • Business Intelligence Data Architecture SQL and ETL
  • Agile Methodologies
  • Project Management
  • Arizona Management System

Skills

  • Exceptional verbal written technical and listening communication skills
  • Excellent interpersonal skills and demeanor
  • Strong organization and time management skills with the ability to manage multiple projects simultaneously and work in high-pressure situations
  • Effective project management skills with the ability to lead direct the work of teams without formal supervisory authority
  • Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook Word and Excel PowerPoint; and in the use of Google Suite applications such as Gmail Sheets Docs and Drive.

Abilities

  • Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety
  • Ability to work with a high degree of autonomy and also participate collaboratively as part of a team
  • Ability to work in a confidential manner ensuring information is shared with internal and external individuals in an appropriate manner
  • Ability to work and lead a highly business technical data management team.
  • Ability to build motivate engage develop/grow and retain a high performing team
  • Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem; organizing classifying and synthesizing the data into fundamental issues; from the information identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and identifying the options and solutions for addressing the problems analyzed.

Additional Job Demands

  • In the course of performing the essential duties one must be able to exert up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently and/or a negligible amount of force constantly to move objects.
  • No substantial exposure to adverse environmental conditions (such as in typical office or administrative work.)

  • Bachelors in Business Management or a related field.
  • Post graduate studies coursework in management and technology
