Purpose

The Home Environmental Health (HEH) Coordinator serves as abridge between supervisors and field staff working on lead inspections riskassessments preconstruction/relocation and/or code enforcement.

Essential Functions

SPECIAL PROJECTS

Each coordinator would be assigned to one or more of thefollowing primary special projects.

Enforcement/Court Liaison

  • Oversee enforcement actions and assist HEH Inspectors in navigating enforcement processes including direct abatement.
  • Review requests for inspection orders and lead inspection risk assessment reports to ensure compliance and that all required elements are completed prior to the project being submitted to production or forwarded to the City Attorneys office.
  • Review citations to property owners and contractors to ensure alignment with Milwaukee Health Department (MHD) policies and procedures.
  • Ensure that enforcement is carried out in a consistent and timely manner across all HEH staff.
  • Serve as the divisions primary liaison to the Municipal Court and the City Attorneys office.

InspectionOrientation and Training

  • Review lead inspection risk assessment reports to ensure that required elements are completed prior to the project being submitted to production.
  • Develop and implement a training program for new hires; assist in developing divisional policies and procedures.
  • Maintain equipment supplies and administration processes needed for lead risk assessment activities including: X-ray Fluorescence (XRF) lead analyzers radiation dosimeters HEPA Vacuums and dust sampling kits.
  • Monitor stock equipment inventory lab quality control (QC) XRF inventory leak tests assessments and HEH internal audits.
  • Assist in onboarding staff and HEH programmatic training; evaluate inspector performance.
  • Assist in testing and providing feedback on Lead Management System (LMS) records and reporting.

Relocation/Unit Coordinator

  • Manage owner and occupant agreement meetings and ensure both understand their roles and responsibilities; serve as the point of contact.
  • Communicate with the occupant on how and when to have each unit ready for work develop and coordinate a relocation plan and inspect the unit to ensure all required pre-containment activities are met.
  • Review lead inspection risk assessment reports to ensure accuracy prior to the project being submitted to production; ensure lead risk assessors are monitoring projects.
  • Review clearance reports to ensure compliance with MHD policies and procedures.
  • Monitor rental units to ensure availability for low-income families with children.
  • Assist in unit file review to ensure accuracy.

DataSystems Coordinator (QuickBase)

  • Review QuickBase dashboards with community partners and MHD for compliance.
  • Assist in reviewing updates and reports for quality improvements in shared databases.
  • Monitor programmatic data entry to ensure consistency and timely updates in shared data systems.
  • Provide timely communications on delays funding and reporting issues with community partners.
  • Assist in identifying key performance metrics within the shared databases for quality control quality improvement and reporting.
  • Ensure grantee record keeping and documentation are shared within QuickBase.

STAFF COORDINATION

  • Participate in training and assist in the supervision of staff.
  • Assist in evaluating staff performance; assess whether career ladder step criteria have been met.
  • Evaluate refine and implement changes in field protocols to increase efficiency and effectiveness.
  • Formulate and recommend City policies ordinances resolutions and legislative positions related to a variety of environmental issues that may impact economic development resident health and quality of life.
  • Monitor national and state regulatory practices ensuring compliance with state and federal program standards and best practices.
  • Prepare programmatic summaries project updates special reports technical papers grant applications and reports.

ENVIRONMENTAL INVESTIGATION MONITORING AND COMPLAINTINVESTIGATIONS

  • Conduct lead risk assessments of houses schools childcare centers and other dwellings to determine lead content of painted surfaces and of recreational and drinking water.
  • Document results of each inspection and complete a standard informational questionnaire with residents to assist in determining lead source(s).
  • Conduct clearance dust wipe samples of dwellings after abatement has been completed; prepare clearance reports.
  • Conduct routine and required inspections and/or audits to ensure compliance with existing local and state public health and environmental codes regulations and policies.
  • Prepare orders to abate lead hazards.
  • Monitor lead abatement projects to ensure contractor work is performed in a lead-safe manner; enforce code compliance.
  • Collaborate in the development and delivery of programs and activities that promote health and prevent disease.
  • Participate in response teams to prevent minimize and contain adverse health events and conditions resulting from communicable disease.
  • Conduct investigations research and provide consultation related to complaints or concerns of adverse environmental exposure associated with Occupational Health Hazardous and Toxic Materials Control and others.
  • Respond to public complaints and inquiries on environmental or public health matters; appear in court as a witness for the prosecution of cases when necessary.

DATA REPORTING AND ANALYSIS

  • Perform data collection research analysis and interpretation related to environmental and communicable disease epidemiology and adverse exposures within the community.
  • Develop scientific and technical reports statistical summaries and correspondence that are complete clear and understandable to the public and other private and public agencies.
  • Prepare and maintain various records reports correspondence and other departmental documents.
  • Prepare drafts of notices hearing and court letters and forward for typing and mailing.

Conditions of Employment

The Environmental Health Coordinator must be willing andable to do the following:

  • Carry a mobile device during business hours.
  • Work outside standard business hours to meet departmental needs.
  • Travel outside the City of Milwaukee for job-related training presentations and conferences; occasional overnight travel may be required.
  • Perform extensive field work indoors and outdoors in all types of weather throughout the City of Milwaukee.
  • Properly lift and move objects weighing up to 20 pounds.
  • While performing the duties of this job employees may be exposed to infectious agents or toxins.
  • Must respond to an emergency or a broad-impact event.
  • Required pre-employment vaccines include:

Minimum Requirements

1. Bachelors degree in environmentalhealth public health community health chemistry biology physical scienceor a related field from an accredited college or university.

2. Two years ofexperience performing environmental health remediation or equivalent dutiesclosely related to the essential functions of this position.

Equivalent combinations of education and experience may alsobe considered.

3. Certification as a Lead Risk Assessor with the StateofWisconsin within six months of appointmentand throughoutemployment. (The City will provide certification training.)

Desirable Qualifications

  • Certification as a Registered Sanitarian or Registered Environmental Health Specialist.
  • Certification as a Lead Risk Assessor or a Lead Abatement Supervisor.
  • Experience providing quality control and performance metrics reviews.
  • Experience in financial management.

Knowledge Skills Abilities & Other Characteristics

Technical

  • Knowledge of public and environmental health and safety principles and practices.
  • Knowledge of program coordination principles including outcome assessment grant utilization and quality assurance.
  • Knowledge of inspection and regulation methods in environmental health.
  • Knowledge of environmental health violation enforcement and related court procedures.
  • Ability to operate standard equipment utilized in lead testing and test result analysis.
  • Ability to read and interpret program-specific materials policies and regulations.
  • Ability to calculate figures and amounts and to apply concepts such as fractions percentages ratios and proportions to determine the cost/benefits of programs and to measure outcomes.
  • Ability to define problems collect data establish facts and draw valid conclusions.
  • Ability to use Microsoft Office the Internet and specialized software such as public health data systems and inspectional and land management software.

Current Salary

The current salary range (2HN) is$annuallyand the resident incentive salary range for City of Milwaukee residentsis$69376-$83952annually.Appointment above the minimum ispossible based upon level of experience and other qualifications and is subjectto approval.
