Job Description Summary:

The Director leads the enterprise project and portfolio management function setting standards governance and delivery discipline across MarinHealth. The role aligns strategy people process and technology to execute high-value initiatives on time on budget and to scope improving safety quality access cost and experience. The Director partners closely with clinical operational and corporate leaders and serves as the coordinating hub for enterprise change. Project managers/directors in IT Facilities and Network Operations will report to this role on a dotted-line basis as needed to support project delivery.

Job Requirements Prerequisites and Essential Functions:

Core Responsibilities:
Portfolio & Governance

  • Stand up and chair the EPMO governance cadence (intake prioritization approval benefits realization); maintain the enterprise portfolio stage gates and RACI.
  • Define and enforce project standards (charter scope business case plan RAID log change control closeout/benefits tracking).
  • Produce executive dashboards (health risk burn benefits) with actionable insights and clear decision requests.

Program & Project Delivery

  • Lead critical enterprise programs to successful outcomes; create integrated plans cross-functional dependencies and risk mitigation.
  • Resolve resource/contention issues across IT Facilities Network Operations Clinical Ops Finance and Supply Chain; escalate/decision as needed.

Continuous Improvement & Change

  • Embed Lean/Agile practices (visual management daily/weekly huddles retros) and deliver hands-on facilitation for process redesign.
  • Drive organizational change management (stakeholder analysis comms training adoption metrics) for all priority initiatives.

People & Capability

  • Build and coach a high-performing PM team; establish role expectations competencies and development paths.
  • Provide toolkits and training to upskill project sponsors owners and SMEs across the enterprise.

Stakeholder Management

  • Serve as primary liaison to executive leadership and department heads; align scope success criteria and benefits realization plans.
  • Coordinate dotted-line PM resources in IT Facilities and Network Operations to ensure delivery quality and consistency.

Success Metrics

  • On-time/on-budget delivery: 90% of projects meet baseline or approved re-baseline.
  • Benefits realization: 80% of projects achieve year-1 targeted benefits (cost throughput quality safety experience).
  • Portfolio health: <10% red projects at any time; corrective actions in place within 10 business days.
  • Adoption & satisfaction: Stakeholder adoption 85%; sponsor satisfaction 4.2/5.
  • Capability lift: Annual increase in PMM maturity (e.g. OPM3/CMMI proxy) and training completion across sponsor/owner cohorts.

  • Secures cross-functional commitments without formal authority; resolves conflicts and removes roadblocks rapidly.

  • Builds executive-ready dashboards; translates complex data into decisions; sets measurable outcomes and holds teams accountable.

Talent Development

  • Hires coaches and retains top PM talent; builds a learning culture with clear standards and feedback loops.

Healthcare & Regulatory Acumen

  • Understands clinical/operational workflows safety/quality imperatives and HIPAA/privacy expectations in project execution.

Qualifications:
Education

  • Bachelors degree required (Business Engineering Healthcare Administration or related).
  • Masters degree preferred (MBA MHA Industrial Engineering or related).

Experience

  • 710 years leading enterprise programs/portfolios in healthcare or complex regulated environments including multi-department implementations.
  • Demonstrated record establishing EPMO standards governance and benefits realization at system or enterprise scale.

Certifications

  • PMP and/or PgMP preferred; Lean Six Sigma (Green/Black Belt) preferred; Agile (e.g. PMI-ACP/SAFe) a plus.

Compensation:

The posted pay range complies with applicable law and reflects what we reasonably expect to pay for this role. Individual pay is set by skills experience qualifications and internal/market equity consistent with MarinHealths compensation philosophy. Positions covered by collective bargaining agreements are governed by those agreements.
