The Government of Alberta (GoA) has embarked on transforming the work of government to deliver simpler more efficient and better services for the citizens of Alberta thereby ensuring that the needs of Albertans are effectively met in the digital age. The Province has a strategic role within government to drive efficiencies innovation and modernization. The Digital Design and Delivery Division (DDD) is the Provinces new centre for digital delivery. It was established to maximize capability and confidence in modern digital practice by ensuring service quality and value through standards and controls. This includes utilizing human-centered design approaches together with agile methodology and modern data practices.

DDD is currently working with Ministries across the GoA establishing working relationships with partner Ministries throughout this engagement. DDDs Platforms branch manages large-scale enterprise projects to build and maintain high-impact platforms products and services related to identity and access management payment distributions and e-commerce.

DDDs Platforms branch is looking for an experienced and motivated Senior Data Architect (Architect) to lead and manage the implementation of data systems and databases while providing data administration support for large-scale enterprise platforms products and services. Collaboration is key for success in this role. To succeed a solid technical understanding of current and emerging technologies is required. Strong communication critical thinking collaboration skills and agility is essential. The ability to balance business acumen with project leadership expertise will be crucial in driving projects to success.

Scope of Services:

The Architect will be required on a full-time basis working across two (2) to three (3) projects. Time location and frequency of work will vary depending on the needs of the particular project. At the end of each term it is expected that the Architect may work a maximum of 1960 hours unless otherwise agreed upon with the Province. However an Architect may be required to work fewer or more hours depending on the nature and needs of their work as directed by the Province.

Services and project deliverables should evolve as the work progresses in response to emerging user and business needs as well as design and technical opportunities. However the following must be delivered (iteratively) over the course of the project:

  • Lead the data architecture services in collaboration with Product Owners and Technical Leads by:
  • Developing the overall data architecture plan design structure strategy and data models for managing large-scale enterprise databases;
  • Performing data analytics to assess impacts risks and improve user experience;
  • Provisioning and setting up databases using chosen technologies that meet the businesss data needs;
  • Focusing on the maintenance performance and optimization of databases ensuring they are secure efficient and highly available;
  • Managing day-to-day database operations including monitoring tuning backups and access;
  • Guide and collaborate with the project teams in the implementation of platforms products and services
  • Providing coaching and mentorship to project teams on data and database-related deliverables while driving continuous improvement of data architecture standards and best practices.
  • Contributing to the vision for architectural platforms products and services.
Must-Haves:
  • A college or Bachelors degree in Computer Science or a related field of study.
  • Experience as a data architect software architect or senior data engineer where the proposed resources focus has been collaborative work on and/or with cross-functional teams to create new software applications - 8 years
  • Experience designing planning implementing and supporting enterprise solution databases in an environment equivalent in size and complexity to the Government of Alberta - 8 years
  • Experience with cloud services (e.g. AWS Azure Google Cloud) and the ability to leverage them to build scalable and resilient architectures - 2 years
  • Experience with enterprise architecture principles and associated best practices methods standards tools policies and processes - 8 years
  • Experience with Microsoft technology stack or equivalent development platforms - 7 years
  • Experience working on the same enterprise project - 2 years
Nice-to-Haves:
  • Experience incrementally transforming existing legacy systems into modern digital services across multiple releases - 5 years
  • Experience with leveraging Artificial Intelligent (AI) for data and database best practices and management - 1 year
  • Experience working as a Data Architect in an enterprise IT environment equivalent in size and complexity to the Government of Alberta - 5 years
  • Experience working as a Data Architect with MS SQL Server and Azure SQL Server - 8 years
  • Experience working with structured/unstructured databases data modelling data management rapid/iterative development methodologies and data governance tools - 3 years
