Position Summary
NSC is seeking a Director of Human Resources (HR) who is passionate about supporting and empowering our Pennsylvania immigrant communities. Reporting to the Executive Director the Director of Human Resources willoversee all aspects of human resources administration with a specialized focus on employee and labor relations. This role ensures that NSC maintains compliance with employment laws fosters a positive and inclusive workplace culture and builds collaborative relationships between staff management and (where applicable) union representatives.
The Director of Human Resources will be responsible for the full employee lifecycle from recruitment and onboarding through performance management benefits administration and policy development while also serving as the primary point of contact for labor-related matters including organizing activities negotiations and grievance resolution.
Key Responsibilities
Human Resources Management
- Manage the hiring process including the recruitment hiring and onboarding processes to attract and retain top talent committed to NSCs mission.
- Maintain accurate and confidential personnel records in compliance with federal state and local laws regulations and requirements.
- Administer employee benefits leave programs and payroll coordination in partnership with finance staff.
- Create implement and update HR policies procedures and strategies that align with NSCs overall organizational objectives.
- Ensure compliance with federal state and local employment laws and regulations.
- Oversee systems for performance appraisals provide feedback and support employee development and career growth.
- Administer and coordinate employee pay benefits and leave programs.
- Collaborate with management to design and implement HR policies and procedures that align with labor relations strategies.
- Provide coaching guidance and support to managers and staff on performance management conflict resolution disciplinary actions and workplace conduct.
- Develop and maintain positive employee relations by promoting open communication channels addressing employee concerns and facilitating conflict resolution.
- Develop and deliver training programs to enhance management and employee understanding of HR and labor laws regulations and best practices.
- Serve as NSCs primary liaison between management and employees and implement programs to improve employee morale and engagement.
- Assist in the development and implementation of workforce planning and talent management strategies.
- Partner with legal counsel to ensure compliance with employment laws and regulations labor agreements and labor laws.
- Develop and implement HR policies related to labor relations ensuring consistency and fairness across NSC.
- Conduct investigations into workplace concerns and grievances maintaining objectivity and confidentiality.
- Stay updated on labor market trends industry standards and changes in employment laws to ensure compliance and recommend necessary updates to policies and practices.
- Maintain accurate employee records and generate reports as needed.
- Develop and implement strategies and policies that align with NSCs mission goals and values.
Organizational Development
- Foster a culture of trust collaboration and continuous improvement.
- Recommend and implement employee engagement initiatives to support retention and morale.
- Coordinate staff training and professional development programs with attention to both skill-building and compliance topics.
Non-Essential Functions
- Attend relevant workshops or join professional groups as necessary to maintain professional knowledge and licensure.
- Adhere to NSCs confidentiality guidelines and ensure the appropriate handling of sensitive information.
- Facilitate and attend relevant staff meetings to promote communication and execution of goals.
- Complete special projects specific to the function of the department or as needed for the department as directed by Supervisor.
- Other duties as assigned within the scope of position expectations.
Essential Qualifications
- Strong knowledge of federal state and local labor laws and employment regulations and HR policies and best practices. Experience working under the NLRA and in a unionized environment strongly preferred.
- Demonstrated ability to build relationships and trust across all levels.

- Ability to maintain confidentiality and exercise sound judgment.
- Sound understanding of employee relations principles and best practices.

- Proven ability to manage multiple tasks by carefully setting priorities meeting deadlines and scheduling time efficiently.
- Proficiency with Microsoft Office Suite HRIS systems and other relevant HR-related tools and software applications.
- Excellent organizational and time management skills to handle multiple tasks simultaneously.
- High level of integrity discretion and professionalism.
Required Educationand Experience
- BA/BSdegreein human resources business administration labor relations or related fieldfromanaccredited collegeoruniversity witha concentration in a related field of study is preferred. Masters degree preferred.
- 5 years of progressive HR experience required. Nonprofit HR experience is a plus.
- Knowledge of HR laws and regulations required.
- Certification in human resources (e.g. PHR SPHR SHRM-CP) is a plus.
Requirements
- On-site work required at NSCs Philadelphia office. NSC currently operates on a hybrid remote/office schedule subject to change based on evolving conditions organizational needs and client priorities.
- Familiarity with NSCs mission vision values programs services and strategic priorities.
- Adhere to all NSC policies and procedures.
