Systems Analyst 3 Applications/Software Development Oracle AWS and Cloud-native Architecture

Position Overview
The Systems Analyst 3 will play a critical role in supporting modernization and transformation initiatives within the agencys technology environment. This position combines expertise in Oracle AWS and cloud-native architecture to design implement and optimize modular scalable data solutions that bridge legacy and modern systems.
The Analyst will collaborate across functional teams to ensure secure efficient and high-performing database environments that align with enterprise data strategy and architectural governance standards.
Key Responsibilities
- Analyze business objectives requirements and existing procedures to recommend and implement system improvements.
- Perform feasibility and cost/benefit analyses to identify and deliver efficient solutions.
- Design and develop data models data warehouses and data lakes to support analytics and reporting.
- Optimize database performance implement and manage Oracle RAC and configure Data Guard for high availability and disaster recovery.
- Manage database backup restore and recovery operations using RMAN.
- Lead efforts to migrate and modernize on-premises systems to cloud-native microservice-based architectures.
- Collaborate with DevOps teams to manage CI/CD pipelines for database changes.
- Ensure compliance with data governance security and performance standards.
- Evaluate and integrate emerging technologies such as AI machine learning and big data analytics particularly within healthcare contexts.
