The Water/Wastewater Engineer Program Manager provides leadership for a program/section that conducts engineering plan reviews and approvals ensuring operational compliance for drinking water and wastewater treatment facilities and related infrastructure. This is to ensure that stakeholders of Maricopa County are safe from hazards that could be caused by non-compliance with applicable design and construction rules governing the protection of the environment and public health.

We Require
Six years of engineering experience including work experience in engineering project management
Bachelors degree in Engineering (Civil Structural Chemical Environmental Mechanical etc.) Landscape Architecture Surveying Hydrology Environmental Science Geology or a related field
Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis
Registration as a Professional Engineer (PE) by the Arizona State Board of Technical Registration or by the technical board of another state with the ability to obtain Arizona registration within six months of employment
We Also Value
Ten years of experience in the design review permitting and/or regulation of water wastewater and reclaimed water systems and facilities
Five years of experience in the design of water and/or wastewater treatment facilities
Supervisory experience overseeing the work of Professional Engineers and/or Engineers-In-Training
Experience with Automated Permit Tracking Systems
Job Contributions
Plan assign prioritize evaluate and review the work of program/section staff including registered professional engineers registered sanitarians other professionals subordinate supervisors and support staff for consistency accuracy timeliness conformance to policy/rules and for technical merit
Work includes permitting licensing inspection and investigation of water wastewater and reclaimed water facilities and related operations in accordance with subdivision water quality aquifer protection and design/construction/health-related codes and regulations
Manage complex and high-profile projects assignments and research; develop implement and interpret policies procedures and programs for engineering aspects of environmental issues related to permitting control analysis design review and evaluation of water wastewater and reclaimed water infrastructure and operations
Enforce the submittal and approval of discharge authorizations final verifications and approvals for and of the construction of all water sewer and reclaimed water projects to ensure that projects are in accordance with technical specifications and applicable codes
Provide technical expertise to the section through plan review on-site inspections throughout the County and other related work; assure final verification approvals for and construction of all water sewer and reclaimed water projects as per relevance to the work unit
Resolve complaints submitted by staff or the public by conducting or delegating investigations; advise and educate the public on environmental issues regulations safety policies and compliance matters
Inform the division manager of critical and potentially controversial or political program issues; participates in budget development monitoring and adherence
Oversee the preparation and submission of timely reports and the maintenance of records
Communicate interpret and keep current on changes in environmental regulations and legislation; serve as a representative to federal state regional and local municipalities and groups to coordinate environmental activities negotiate inform and confer; participate in technical meetings public hearings and other forums
Participate and may present technical and environmental information to public agencies and/or the public
Working Conditions
This position is eligible for hybrid flexibility after a brief training period
Exerting up to 20 pounds occasionally 10 pounds frequently or negligible amounts constantly or requires walking or standing to a significant degree
The work will occur in an office and field environment. While performing the duties and responsibilities the employee may be exposed to loud noise noxious odors unsanitary conditions chemicals electricity moving mechanical parts varying weather conditions and other related conditions and situations. Position is subject to atmospheric conditions: Fumes odors dust mists gases or poor ventilation

Laptop computer or PC cell phone Microsoft Office 365 and the ability to learn permitting and plan review software programs
Protective equipment required
Protective clothing (i.e. hard hat steel-toed shoes) is necessary in some environments
