What Youll Do:

The Deputy Chief Financial Programs and Incentives provides high-level leadership and operational oversight for the Office of Financial Programs and Incentives. Overseeing financial tools and services designed to increase access to capital for minority and women owned businesses. Ensures programs are delivered with integrity timeliness and impact. Administers financial assistance programs and directs the implementation of loan and incentive programs. Coordinates underwriting practices manages risk and ensures financial assistance aligns with state codes program and division guidelines and objectives. Monitors key performance indicators and prepares reports that inform data-driven strategic decision-making to ensure program excellence. Manages and supports program staff through coaching performance management and training. Builds strong relationships with internal partners lenders and external stakeholders to enhance program impact and alignment ensure smooth program delivery avoid duplication of efforts and enhance client outcomes.

Some of the Job Duties:

  • Strategic Leadership and Program Oversight - Provides high-level leadership and operational oversight for the Office of Financial Programs and Incentives. Overseeing financial tools and services designed to increase access to capital for minority and women owned businesses. Ensures programs are delivered with integrity timeliness and impact.
  • Financial Program Administration and Risk Management - Administers financial assistance programs and directs the implementation of loan and incentive programs. Coordinates underwriting practices manages risk and ensures financial assistance aligns with state law program and division guidelines and objectives.
  • Policy Development and Performance Monitoring - Develops internal policies and procedures aligning program operations with best practices and compliance standards to improve program delivery and compliance. Monitors key performance indicators and prepares reports that inform data-driven strategic decision-making to ensure program excellence.
  • Team Supervision and Stakeholder Engagement - Manages and supports program staff through coaching performance management and training. Builds strong relationships with internal partners lenders and external stakeholders to enhance program impact and alignment ensure smooth program delivery avoid duplication of efforts and enhance client outcomes. Responds to inquiries and concerns from applicants lenders internal teams and elected officials with accuracy professionalism and timelines. Provides training and technical assistance to internal and external stakeholders on program guidelines eligibility requirements and compliance obligations.
  • Cross-Division Collaboration and Operational Integration - Serves as a liaison between the MBDD and key operational support divisions - including Finance and IT - to ensure cohesive internal operations. Aligns office goals with divisional goals and fosters operational efficiency across the MBDD offices (Policy and Administration Business Solutions and Outreach and Supplier Engagement) ensuring financial programs are driving the Department of Developments broader mission of empowering communities to succeed. Contributes to division-wide initiatives that promote a responsive bold and solution-focused public service culture.

  • Bachelors Degree in Public/Business Administration Management Finance Economicsor closely related area
  • Substantial experience in government or non-profit financial management budgeting or grants/contracts oversight.
  • Experience with financial systems such as OAKS or other ERP platforms.
  • Demonstrated understanding of state procurement budgeting and compliance processes.
  • Strong leadership skills with experience supervising or mentoring staff.

  • Excellent organization analytical and problem-solving abilities.
  • Proficiency in Microsoft Office Suite especially Excel and alternative data analysis tools.
  • Strong communication skills and the ability to collaborate across departments and with external stakeholders.
  • Experience with Salesforce or similar workflow/reporting tools is a plus.

This position requires you to work in the office Monday-Friday. The job is located in the Vern Riffe building 77 South High St. Columbus OH 43215
